Position: Chief of Party
Reports to: Executive Director
Location: Dar es Salaam, Tanzania
Apotheker Health Access Initiative (Apotheker) is seeking a Chief of Party for a potential five-year USAID Tanzania-funded Usalama wa Afya Duniani (UwAD) program in Tanzania. The purpose of the program is to prevent and mitigate the occurrence and severity of epidemics, pandemics, and other EID threats in Tanzania and to support GoT systems to achieve the 7-1-7 metric for timeliness of outbreak response.
Apotheker Health Access Initiative is a non-profit, non-governmental organization registered under the Tanzanian NGO Act of 2002. Apotheker focuses on pharmaceutical services and medicine access alongside broader health system strengthening and public health. We work in Tanzania and beyond and collaborate with the Ministry of Health, President’s Office Regional and Local Government (PORALG), international and local partners, civil societies and training and research institutions.
This position is subject to project award and funding.
OVERALL RESPONSIBILITIES
The Chief of Party leads and manages the project and is accountable for project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including vision and technical strategy; project management; documentation and communication; client(s) stakeholder(s) relationships; and coordination and synergy with other Apotheker projects. The COP will regularly interface with the government, USAID, and other partners to the ensure smooth operation of the project’s activities.
SPECIFIC RESPONSIBILITIES
- Project Results:
- Oversee implementation of program activities and provides high quality technical and strategic leadership, managerial oversight, and project administration.
- Serve as the primary project liaison from Apotheker to the donor and is accountable for the achieving results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met.
- Safeguard Apotheker’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.
- Technical Strategy and Vision:
- Develop, update, and adapt as needed and execute the project results framework, performance monitoring plan, technical strategy, MEL plan and annual work plans as per contract/agreement requirements.
- Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development.
- Project and People Management:
- Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, Apotheker and donor policies and Standard Operating Procedures
- Ensure project staffing, structure, and reporting relationships are aligned with project needs, the local context, and available resources.
- Manage and mentor the project team as per Apotheker policies and guidelines.
- Client and other Stakeholder Relationships:
- Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners.
QUALIFICATIONS
- A Master’s degree or higher in the field of management, and/or public health or related field.
- 10+ years of experience designing, implementing and managing large, complex public health projects, including leadership experience and technical knowledge in designing, managing, and evaluating large scale development projects across sectors.
- Professional experience interacting with government agencies, host country governments and counterparts, international donor organizations, civil society and private sector in developing countries.
- Demonstrated subject-matter expertise in technical content relevant to the project.
- Demonstrated leadership and management abilities.
- Prior experience and success directing similar or larger international donor-funded projects.
- Familiarity with USAID regulations and administrative procedures in implementating donor assisted projects.
- Track record of a strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively and proactively with government agencies, NGOs, private sector groups, USAID, and donor organizations.
- Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
