Job Overview

Jhpiego Tanzania is seeking a qualified Grants Officer to oversee and manage sub-grants across its country programs. Reporting to the Director of Finance, the Grants Officer will advise on sub-grant management policies, evaluate applications, conduct pre-award risk assessments, perform compliance site visits, and ensure strict adherence to Jhpiego policies and US Government (USG) regulations.

Key Responsibilities
  • Sub-Grant Selection & Pre-Award Assessment: Work with technical and finance teams to issue Requests for Applications (RFAs), conduct pre-award assessments, evaluate applicant integrity/capacity, review budget estimates, and establish risk profiles.

  • Financial Management & Tracking: Review sub-grantee and consortium invoices monthly, maintain daily and monthly award tracking systems, verify submitted expenses, and monitor budget expenditures against variances.

  • Compliance & Monitoring: Conduct field site visits to inspect implementation, oversee inventory in sub-grantee custody, monitor VAT/audit reports, and ensure sub-recipients adhere to contractual terms and donor regulations. Grants Officer Job Opportunity at Jhpiego

  • Audit & Reporting Support: Maintain grant audit timetables, liaise with external auditors, facilitate deep-dive presentations for the Senior Management Team, and ensure timely submission of accuracy-checked financial reports.

  • Documentation & Administration: Maintain project files, manage Fixed Amount Award (FAA) agreements, collect transmittal documentations, and collaborate on annual work planning and dispute resolutions.

Qualifications & Requirements
  • Education: Bachelor’s degree in Accounting, Finance, or a related field (Master’s degree preferred).

  • Certifications: CPA, ACCA finalist, or equivalent professional qualification is a strong advantage.

  • Experience: Minimum of 5 to 7 years of post-qualification experience in grants management within a reputable NGO or development agency.

  • Technical Knowledge: Deep understanding of USG rules and regulations, Tanzanian income tax laws, sub-award mandatory requirements, and MS Office Suite.

  • Key Skills: Strong written/verbal communication, supervisory capabilities, problem-solving skills, and the ability to travel to field locations for compliance reviews.
