Duties

Overview:

The Data Quality and Program Improvement Specialist is an integral member of the Strategic Information Branch. Under the Monitoring and Evaluation (M&E) team lead’s supervision, the Specialist will support the integration of data-driven activities across CDC/PEPFAR and related Government of Tanzania programs through data quality improvement, analyses, and use of data for evidence-based programmatic decision-making. The job holder will provide technical oversight on monitoring, evaluation, and reporting activities and ensure accountability and efficient use of resources to help drive program improvement. The incumbent will provide highly specialized technical assistance to PEPFAR-funded implementing partners and the Ministry of Health. S/he will provide a full range of cooperative agreement oversight that includes program management, implementation, and monitoring and evaluation to projects conducted by implementing partners under awarded CDC cooperative agreements with total budgets of >$100 million USD.

Qualifications and Evaluations

Requirements:

EXPERIENCE:

A Minimum 5 years of experience working with public health programs. The incumbent must possess theoretical and practical knowledge of monitoring and evaluation methods with large-scale database management and manipulation, and experience performing routine data analysis. The incumbent must possess experience working with HIV/AIDS programs or related health service programs. Experience working with one or more implementing partners, funded by USG or United Nations agencies. This must include at least two years’ experience in development or data work for international organizations, Government of Tanzania organizations, or private sector institutions, including technical expertise, support, and project management and oversight. Experience working with one or more implementing partners. Experience with the PEPFAR’s Monitoring, Evaluation and Reporting systems is required.

JOB KNOWLEDGE:

A comprehensive understanding and utilization of data-driven (i.e., manipulation, analyses, use, reporting and dissemination) technical skills is required, and knowledge of development policies, principles, concepts, and practices and how they relate to public health programs in Tanzania and the region. Knowledge and understanding of Tanzania’s economic, political, social, and cultural characteristics and development challenges and resource constraints. Knowledge and understanding of the respective roles of the organization structure of the Government of Tanzania, to enhance effective communication and to develop consensus on program/project strategy and implementation plans. Knowledge of both the public and private sectors, including faith-based organizations, and their potential in providing HIV/AIDS prevention and clinical cascade services. Candidate should have advanced knowledge of MER practice and methods through training and job experience. Knowledge of the Tanzanian HIV/AIDS context. General knowledge of Tanzanian public sector health system and its affiliate agencies, donors and related private sector program would be an asset.

Education Requirements:

Master’s degree in one of the following disciplines: public health, epidemiology, statistics, mathematics, or monitoring and evaluation is required.

Evaluations:

LANGUAGE:

Level IV (fluency – speaking/reading/writing, including medical terminology) of English language is required. Level IV (fluency – speaking/reading/writing, including medical terminology) of Kiswahili language is required. This may be tested.

SKILLS AND ABILITIES:

Evidence of excellent interpersonal, facilitation, and team building skills/experience will be required. Excellent communication skills in English, written/verbal and diplomacy. Excellent leadership, management, coordination, interpersonal and teamwork skills. Strong quantitative and analytical skills, verbal skills and ability to communicate technical information (both formally through presentations and informally through discussion) clearly and effectively to both technical and non-technical colleagues. Must have the ability to obtain, analyze, organize and interpret data and present findings in both oral and written form. Must be able to prepare precise and accurate reports and to develop and present briefings. Proficiency in MS-Office applications is required. Demonstrated ability to develop and maintain a good mix of contacts at government, district and community level. Sound judgment combined with a mature and professional demeanor is a necessary trait. Ability to work under pressure to meet project deadlines or date for special events. Ability to work within other crosscutting issues guiding development work in Tanzania. Advanced numerical skills for aggregate and individual level data is required as well as standard keyboarding skills.
