- Background
In Tanzania, with an overall population of 61 million, the 10-24 age group represents 33% of the population, of which 24% are adolescents (10-19 years). Significant progress has been made, particularly the strategic and policy levels, to promote the development of Tanzanian youth and adolescents, although there is still much room for improvement and many challenges remain, particularly those related to sexual and reproductive health (SRH). Adolescence is a time of physical and biological change, when individuals are more vulnerable to certain risks whose consequences can impede a safe and healthy transition to adulthood, including risks related to sexual and reproductive health. Tanzania has a very high prevalence of teenage pregnancy. According to the 2015- 2016 Demographic and Health Survey (DHS), the percentage of teenage pregnancies increased from 23% in 2010 to 27% in 2015. Factors such as gender inequalities, inadequate or insufficient information on SRH issues, lack of access to and use of contraceptives among sexually active youth, and lack of youth-friendly health services create barriers to accessing SRH and adolescent rights and promote early pregnancy. Adolescent pregnancy carries health risks for both mother and child: suffering from stigma and deprivation of resources, including education (an estimated 8,000 girls drop out of school each year due to pregnancy), they are more likely to attempt unsafe abortion given the restrictive and stigmatizing law and culture in the country.
Tanzania has one of the highest maternal mortality rates in the world (524/100,000 live births in 2017), and unsafe abortion is one of its leading causes. In addition, babies born to adolescent girls in Tanzania are twice as likely to die in the neonatal period, compared to babies born to women over the age of 20. According to a 2017 World Bank assessment of gender-based violence in Tanzania, nearly 30 percent of girls experience sexual violence before the age of 18. Adverse socio-cultural practices such as early marriage and female genital mutilation, harm children and women. Tanzania is the eleventh country in the world in terms of the absolute number of women married or in union before the age of 18, 31% of girls in Tanzania are married before their 18ème birthday and 5% before the age of 15, and 4% of boys in Tanzania are married before the age of 18. The average prevalence of female genital mutilation (FGM) among girls and women aged 15-49 is 10%.
In this context, Médecins du Monde (MdM) and its partners UMATI and Doris Mollel Foundation (DMF), with their expertise in areas related to sexual and reproductive health rights and their knowledge of the national context, have set up a project targeting the sexual and reproductive health rights of young people and adolescents in the Dodoma region of Tanzania titled “TanzAfya”. Amongst many other things, this project will instrument to pass messages about good practices and risky behaviors. The overall aim of the project to improve and strengthen the sexual and reproductive health and rights (SRHR) of 13 800 targeted adolescents in mainland Tanzania and to contribute towards reducing maternal mortality and morbidity. It focuses on the reduction of gender-based discrimination and on a gender-centred approach to the attainment of the SRHR.
- Purpose of the Assignment
UMATI would like to hire a consultant to design and equip a modular and removable consultation room for a cine-bus to create a functional and private space for health promotion activities and health consultations with adolescents and youth.
Scope of the Assignment
Below are the Tasks and deliverables to be produce for this contract.
Needs Assessment and Planning:
- Identify the specific requirements for the consultation room, considering privacy, space utilization, and equipment needs.
- Determine the target audience, such as young people and adolescents, and their specific health education and consultation needs.
- Collaborate with healthcare professionals and experts in sexual and reproductive health to outline the necessary features and equipment.
Design and Layout:
- Develop a layout and design plan for the modular consultation room, ensuring efficient use of space and adherence to privacy requirements.
- Incorporate soundproofing materials to ensure confidentiality during consultations.
Modular Construction:
- Design modular components that can be easily assembled and disassembled within the cine-bus.
- Create modular partitions, panels, and fixtures that provide flexibility in arranging the consultation room according to different needs.
- Ensure secure and stable connections between modular components.
Interior Furnishings and Decor:
- Install comfortable seating for both healthcare providers and patients.
- Integrate storage solutions for medical supplies, educational materials, and documentation.
- Design and install appropriate lighting, including task lighting for consultations and ambient lighting for a welcoming atmosphere.
Privacy Features:
- Implement soundproofing measures to ensure confidentiality during consultations.
- Install privacy curtains or screens to create a separate and discreet area within the cine-bus.
Medical Equipment and Supplies:
- Equip the consultation room with essential medical equipment such as examination table for basic health assessments and consultations in sexual and reproductive health.
- Provide educational materials, brochures, and visual aids related to sexual and reproductive health.
HVAC and Comfort Systems:
- Install proper heating, ventilation, and air conditioning systems to maintain a comfortable environment within the consultation room.
- Incorporate temperature and humidity control to create a conducive atmosphere.
Electrical and Power Infrastructure:
- Assess power requirements for medical equipment, lighting, and communication systems.
- Install sufficient power outlets and connections for devices.
- Consider backup power solutions to ensure uninterrupted operations.
Accessibility and Inclusivity:
- Design the consultation room to accommodate people with disabilities, ensuring accessibility features such as ramps and wider doorways.
- Provide materials in multiple languages and formats to cater to diverse audiences.
Timeframe:
The submission of the proposal will be within a period of 20 days starting from 25th September 2023 to 14th October 2023 11:59 EAT. Selection of a successful applicant will go through the following steps and dates.

Qualifications
Educational Background:
A degree in technical engineering, automotive and medical engineering, or a related field is beneficial as it provides the foundational knowledge required for designing functional and aesthetically pleasing spaces.

Familiarity with healthcare regulations, privacy laws, and infection control protocols is essential when designing a consultation room for health-related activities.
Space Planning:
Proficiency in space planning is crucial to optimize the available space in the cine-bus effectively. This includes ensuring adequate room for medical equipment, seating, and a consultation area.
Modular Design Skills:
Expertise in designing modular spaces that can be easily assembled and disassembled is key. This involves selecting appropriate materials and components that are lightweight yet durable.
Knowledge of Health Equipment:
Knowledge of medical equipment and its placement within the consultation room is important. Understanding the technical requirements and safety considerations of medical devices is crucial.
Privacy and Security:
Understanding how to incorporate privacy features, including soundproofing and secure access, is crucial in a healthcare setting.
