TERMS OF REFERENCE FOR REGISTRATION OF FARMER GROUPS AT DISTRICT LEVEL
PROJECT: PARETO NI PESA PROJECT
LOCATION: MBEYA AND NJOMBE REGION
1. BACKGROUND AND CONTEXT
Since 1945, Lutheran World Relief (LWR) has worked with vulnerable communities to end poverty, injustice and human suffering. LWR supports agriculture, climate change, and emergency response programming in 28 countries each year. LWR works in Tanzania with an emphasis on capacity strengthening of farmer organizations and long-term food security. Lutheran World Relief is implementing a project entitled “Pareto ni Pesa” (“Pyrethrum for money”) from January 2020 to 2024. The project is designed strengthen market linkages and business relationships between smallholder pyrethrum farmers in Iringa focusing on crop production and post-harvest processing at the producer level and selling/buying at the processor level of the value chain. The overall goal of the project is to improve livelihood (increased income) of smallholder farmers from pyrethrum activities. This objective will be achieved through the following four outcomes:
OUTCOME 1: Men and women pyrethrum farmers improve productivity and quality of pyrethrum through strong business partnership with PCT.
OUTCOME 2: Targeted men and women pyrethrum farmers increase their income earned through partnership with PCT.
OUTCOME 3: Improving soil health to increase productivity.
OUTCOME 4: Targeted farmer organization provides sustainable services that benefit its members.
LWR Tanzania is seeking highly skilled and professional consultant to support developing constitution and registering total of 250 farmer groups at District level in Mbeya rural (180 groups) Ileje (20 groups) and Njombe (50 groups).

2. PURPOSE OF THE ASSAIGNMENT.
Purpose of assignment is to register farmer groups at District level in order to increase members’ access to financial services, inputs, equipment and better prices for their crops through collective marketing.
3. SCOPE OF WORK
- Develop constitutions of the groups.
- Consultant will develop constitution of the groups based on their needs and that align with government requirement.
- Register farmer groups at District Level for securing registration certificate.
- To achieve these outcomes, the consultant(s) will:
- Conduct meeting with District Community Development Officers in respective District to understand requirement of registering groups.
- Conduct meeting with farmer groups and form constitutions based on their needs.
- Collect required documents for groups to be registered.
- Register 250 groups in Mbeya, Songwe and Njombe Region.
4. METHODOLOGY
- LWR anticipates using a mixed methodology approach that will include reviewing available data sources and designing a methodology to collect both quantitative and qualitative data for this assignment to understand the current situation of farmer groups in relation to accessing services such as financial services, inputs, equipment, and better prices for their crops through collective marketing.
- Consultant may choose to use conventional methods (surveys, key informant interviews, focus group discussions), an ideal methodology will mix those methods with a robust method that invites participatory approach.
- LWR prefers methods that are rigorous and that allow analysis on the part of the people providing the information. The consultant will work closely with LWR’s Senior Program Manager and PCT to finalize the methodology, data collection tools and the workplan before fieldwork.
5. DELIVERABLES
- All deliverables must be in English.

6. IMPLEMENTATION ARRANGEMENTS
The duration of the consultancy will be from April to May 2023. LWR will orient the consultant on objective of the assignment, logistic and scope of work. The consultant will outline the methodology and develop data collection tools and will present to LWR for approval. LWR Senior Country Program Manager will assist the consultant to make contacts with key informants and arrange for meetings. The consultant will provide his/her own working space, associated resources and equipment. LWR will reimburse the actual cost incurred by consultant for transportation, living cost (accommodation and meals) and stationaries upon submission of receipts based on the agreed rate up to defined limit established within the contract agreement.
The timeline for the completion of the proposal is firm. Delay in submission of the deliverables that are not the fault of LWR will result in a reduction in the final payment to the consultant.

8. QUALIFICATION
- Qualification of the Consultant
- The required qualifications of consultant(s)
- Registered legal firm.
- A minimum of three years’ experience working with farmer groups and facilitating registration process to LGAs.
- S/he should also be conversant with facilitation skills.
- Extensive experience in providing strategic advice.
- Outstanding communication skills, with excellent command of spoken and written English and Swahili.
- Proven ability to work under pressure and meet deadlines.
- Legally entitled to work in Tanzania.
