Request for Proposal “RFP” External Audit & Tax Services for Railway Children Africa (RCA)

Introduction:

Railway Children Africa is a Non- Governmental Organisation (NGO) registered in Tanzania working to support Children and Youth Working and Living in the Street (CYWLS). In Tanzania we have offices in Mwanza and Dar es salaam. Railway Children Africa is also an affiliate of Railway Children a charity based in the UK. Our annual turnover is approximately USD 1M and our expenses consists of employee related costs, Programme activities costs, and costs incurred for administrative purposes. Purpose & Scope of work: 

Railway Children Africa invites interested, competent, registered, and reputable Medium Audit firm (Including current services provider) registered in Tanzania by NBAA to submit their RFP focused on annual audit of our financial statements and our conformance with accounting principles and IPSAS.  If interested, we are also looking of Tax Services especially on filling the required statutory tax returns within the year. The first assignment will take place from January 2025. You will be notified of the results after AGM approval not later than 15th April 2024 if you are successful.

The work to be performed for Audit and assurance include but not limited to:

• Examine RCA financial transactions to ensure supporting documents are accurate, reliable, and free of material misstatement.
• Assess the overall presentation of RCA financial statements and make sure they are in accordance with the approved budgets and in accordance with IPSAS.
• Examine effectiveness of systems, policies and procedures that were in place during the audit period.
• Review payroll and benefits administration to ensure they comply with RCA own requirements, local labour, and applicable laws.
• Review prior year audit findings and their implementation status. 
• Complete the secondary auditor questionnaire and report results and findings of work to our UK auditors in line with overall reporting timetable. 

For Tax services, the services required are filling:

• Statement of Estimate of Tax Payable by Instalments on Behalf of Entity
• Return of Income for Entity 
• Other Tax services will be requested on need basis.

Firm Proposal Requirements:

A proposal should be written in English and contain:

• Firms’ information, address, contact person, registered NBAA number, TRA TIN, VRN and other relevant registration information.
• Give brief history of your firm, including audit practice, audit methodology, tools, and technology as well as the team and their qualification. 
• Number of not-for-profit clients for which you provide audit or tax services, include at least two testimonials or letter of recommendations from these clients.
• Details of professional education (CPE) held by the team or firm.
• Please add your other relevant information as deemed necessary.  

Fees: 

Please provide a detailed fee proposal, including how fees are calculated. Please quote separate Fees for Audit and Tax services. Kindly note the service will be performed in Dar es Salaam. If there are other services, you intended to impose additional fees please specify. Indicate timeline of conducting the exercise and quote all fees in either TZS or USD.

• This is not an open bid but rather a solicitation from pre-qualified vendors who will be contracted to offer services to Railway Children Africa. Railway Children Africa reserves the right to accept or reject any proposal and is not bound to give reasons for its decision.
• Late bidders, portion of bids, and bids not received on time shall not be accepted.
