Duties

Under the supervision of the Strategic Information (SI) Branch Chief, the incumbent will serve as a Health Information Systems (HIS) Specialist. The incumbent will provide program management and technical expertise to strengthen HIS in Tanzania. The incumbent will provide technical expertise related to the design, development, implementation, improvement, and maintenance of HIS to support HIV/AIDS and TB activities consistent with PEPFAR objectives and Tanzanian national strategies and policies. The incumbent will support the development and implementation of efficient and effective HIS policies, principles, processes, procedures, and platforms in Tanzania to produce high quality and timely data for decision-making as Tanzania works to reach HIV epidemic control. The incumbent should possess expert level technical skills related to advanced information systems, informatics, and project management.

Advanced Technical Guidance and Assistance 40%

Serves as a senior expert in Health Information Systems (HIS) for CDC Tanzania. This role includes advising staff at all levels in the agency, ranging from senior leadership to technical staff.
Provides technical assistance to CDC Tanzania, PEPFAR Tanzania, the Government of Tanzania (GoT) and other partners in the design, development, implementation, improvement, and maintenance of HIS consistent with overall program objectives in support of PEPFAR programming in Tanzania as well as Tanzanian national strategies and policies.
Identifies critical HIS support needs and/or requirements. Collaborates with relevant partners and stakeholders to identify appropriate technical solutions, strategies and/or activities to respond to identified needs and requirements.
Provides expertise in applying systems and software engineering perspectives and processes to software development to create robust and sustainable health data and information systems to support PEPFAR requirements.
Support the development and implementation of efficient and effective HIS policies, principles, processes, procedures, and platforms in Tanzania to produce high quality and timely data for decision-making.
Provides high-quality technical guidance consistent with the latest technical advances and recommendations related to HIS, including the latest PEPFAR technical recommendations and Country Operational Plan (COP) guidance.
Actively works to provide necessary analyses internal to CDC and to other key stakeholders to better understand HIS systems and processes needed to increase program quality.

Planning and Coordination: 30%

Actively works with the Strategic Information Branch Chief, other team members, as well as partner and GoT counterparts in strategic planning around HIS requirements and priorities to support of healthcare service delivery and public health systems in Tanzania.
Serves as a primary advisor in the planning and development of HIS activities to be included the annual Tanzania’s annual PEPFAR COP and relevant national plans.
Provides inputs on the technical requirements for Notices of Funding Opportunity (NOFOs) announcements for cooperative agreements (CoAgs). Reviews cooperative agreement applications
Serves as an active member of relevant PEPFAR and national technical working groups and/or committees.
Represents CDC Tanzania and PEPFAR Tanzania at relevant technical, policy and strategic planning meetings, including meetings with partners and donor agencies.
Works closely with other PEPFAR agencies, the GoT, international organizations, and non-governmental organizations to influence other collaborative organizations engaged in HIS to adopt appropriate strategies for their program activities.

Project and Administrative Management 30%

Serves as an Activity Manager in CoAgs that include HIS activities. As an Activity Manager oversees the technical aspects of CoAg implementation including the joint development of CoAg workplans.
Proposes, oversees, monitors, and evaluates HIS activities funded through CDC CoAgs. This involves regular site visits and interactions with partner counterparts to review progress and performance.Provides oversight and monitoring of budgets allocated to HIS activities funded through CDC CoAgs. This involves reviewing budget requests for appropriateness, monitoring use of funds for adherence to proposed activities, quarterly budget status reports, following up on irregular findings, providing advice for realignments of budgets and accruals. Coordinates CoAg activities with Program Leads to ensure high quality implementation of all activities in alignment with clearly defined objectives that are specific, measurable, attainable, realistic, and time bound.
Liaises with Project Officers and members of the Extramural Branch in the oversight of CoAgs.
Maintains files and records in the CDC office data collection system specific to the activities and programs for which the incumbent is responsible.

Requirements:

A minimum of five years working in public health programs is required with at least three out of the five years including hands-on experience with designing, developing, implementing, improving and maintaining HIS and/or data systems.

JOB KNOWLEDGE:

Advanced expert knowledge related to the design, development, implementation, improvement, and maintenance of health information systems (HIS). The position requires an in-depth and broad knowledge of the operational environment in Tanzania, including a detailed knowledge of the structure and operations of the Ministry of Health and the broader Government of Tanzania (GoT), the overarching environment for health care delivery at the national, regional, district and community level in Tanzania, and other collaborating and donor agencies in Tanzania with regards to HIV HIS. The position requires a detailed knowledge of the policies, procedures and regulations of the Government of Tanzania related to health care delivery and HIS.

Education Requirements:

Graduation from an accredited university with a master’s level degree in one of the following disciplines is required: Informatics; Computer Science, Health Information Management, Information Systems Development; Computer Engineering.
Evaluations:
LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing English is required. Level 4 (Fluent) Speaking/Reading/Writing Swahili is required. (This may be tested).
