Overall purpose of the role:
The Protection Team Leader is responsible for delivering DRC’s protection activities to the urban refugees and asylum seekers living in Dar es Salaam. The activities will focus on the most vulnerable Persons of Concern (PoC) and the role will closely liaise with UNHCR colleagues.

Responsibilities:

Protection:

Work towards updating and creating well-organized files for PoC which will reflect their needs, the interventions provided including referrals and in general frequent follow up.
Conduct home visits, structured interviews, all digital and insert data into the DRC database.
Based on made assessments refer PoC to relevant external stakeholders, including UNHCR.
Map the services providers available in the various areas of Dar es Salaam in which many POCs reside, update this information frequently and share this information with POCs.
Prepare well documented cases of high quality for submission to the Social Welfare Panel and implement decisions made by this panel.
Assist POCs with their various protection needs related to documentation, medical problems, safety issues as well as emergency situations that may arise.
Build constructive working relations with various governmental bodies like MoHA, police, governmental hospitals and other national organizations.
Ensure that regular and ad-hoc meetings with refugee representatives are conducted and any issues/concerns identified are reported to UNHCR and relevant partners.
Support UNHCR in organizing World Refugee Day and other international day celebrations.
Provide relevant information to POCs in Dar es Salaam through an informal network of community representatives.
Ensure that refugees have safe and meaningful access to feedback and complaints mechanism and that they receive a timely response to their concerns lead a team of protection assistants and protection officers and ensure their performance is evaluated as per DRC procedures.
Foster a good working environment and good working relationships within the team.
Cooperate closely with UNHCR, MoHA and other partners working in Dar Es Salaam
Any other tasks assigned by the Protection Manager to ensure effective implementation of protection activities
Active member of wider protection team, including support to camp-based activities.

People Management

As a new team, make recommendation for recruitment and resource scheduling to meet donor requirements and protection needs
Lead and manage the team (including people planning, performance management, well-being and development)
Prepare weekly and monthly work plans in collaboration with CBP team.
Ensure effective planning and quality implementation of protection activities
Assess the quality of the service provided
Provide technical support and inputs to the team .
Reporting as per required by his / her line manager

Project Management

Conduct assessments and contribute to developing concept notes and/or proposals and budgets, as requested by the Protection Manager.
Prepare purchase requisitions and monitor the procurement of goods and services in collaboration with the Protection Manager.
Monitor budget expenditure in collaboration with Protection manager and participate in BFU meetings.
Keep track of indicators and monitor progress towards targets according to log frame and project proposal.
Write monthly reports for donors, local authorities

Experience and technical competencies:

At least 3-year experience in working in refugee context
At least 3-year work experience in implementing community-based protection activities or related sector in Dar es Salaam /Kigoma Region
Experience of managing and supervising teams.
Previous experience with international organizations
Prior DRC experience is an asset

Languages:

English and Swahili (spoken and written – excellent)
Kiha (spoken – good) – preferable
French (spoken – basic) – preferable

Education:

Degree in social sciences, political science, development, law or other related fields
