Position Summary:
- Under the direct supervision of the Programs Manager, the Program Officer will be responsible for coordinating all aspects of project management at the national level.
- This includes activities such as planning, budgeting, implementing, monitoring, and reporting on project activities, as well as managing budgets and personnel/consultants.
- The Program Officer will ensure strong liaison with UN stakeholders, government entities, and other cluster working groups at the national and provincial levels.
- The role also involves supporting the Program Manager in implementing all activities, providing technical input and advice as needed, and collaboratively working with the rest of the team and all relevant QC departments to achieve the program’s objectives.
Position Duties and Responsibilities:
- Work closely with technical and program management staff, serving as a liaison between programs and operations departments, while staying informed about procurement and distribution developments.
- Provide support to the program head and field teams in scheduling, managing, reporting, and document control for various program activities.
- Collaborate closely with the program head and teams on program implementation, reporting, data consolidation, archiving coordination with internal and external stakeholders, and follow-ups on programmatic aspects in the field.
- Consolidate monthly progress reports from relevant departments for management consideration.
- Obtain and consolidate work plans from all program staff and keep management up to date to any deviations.
- Review and maintain hard records/files for the program section in the country office.
- Compile data and information from relevant teams, including case studies, newsletters, and project briefs.
- Document program-related meetings, including minutes and follow-up on action points.
- Assist and support the program team in event management, such as staff meetings, annual planning and review meetings, and meetings with other civil society organizations.
- Organize and conduct meetings and workshops with project stakeholders and internal project staff.
- Explore partnership opportunities on the UN Portal.
- Assist in the production of donor reports by coordinating with the Programs Manager.
- Manage all necessary administrative paperwork for incentives and running costs of assigned facilities within projects.
- Provide immediate knowledge and analysis of potential misconduct or gaps in field procedures regarding operations and administration policies through QC’s complaints and feedback mechanism and coordination.
- Maintain awareness of international standards for program design, implementation, and humanitarian relief and development best practices.
- Assist in the initial needs assessment for approved projects/programs.
- Assist in the preparation and drafting of periodic program reports to donors and QC’s HQ.
- Assist with special projects, including travel, logistics, event preparation, and research.
- Assist in implementing programs in line with the approved project proposal and budget.
- Assist in implementing an effective monitoring and evaluation framework for the program.
- Work closely with partner organizations when appropriate.
Public Relations, External Affairs & Communications:
- Act as the Public Relations Focal Point for external stakeholders, including the media sector.
- Serve as the Communication Focal Point.
- Inform national and local media, when needed and authorized, about QC activities and partners.
- Develop communication tools and press releases appropriate for the Qatari and Tanzanian media context when required.
- Provide advice and leadership to QC Tanzania Senior Management Team and Country Director when the external communication strategy requires a strategic shift.
- Perform any other duties as assigned.
- Perform any other related tasks assigned by management from time to time.
Job Requirement: (Education and Qualification)
- Educated to degree level with at least a bachelor’s degree in development or social science closely related to Humanitarian/Development sector.
- Professional experience 3 years.
- Computer skills.
- Languages (English and Swahili) must be able to read, write and speak. Arabic is an added asset.
Mandatory Requirements
- Must be Tanzanian citizen.
- Fully aware of Tanzania municipal regulations, policies and procedures and local laws.
- Understanding of the Qatar Charity cultural and political environment.
