Position: Planning Engineer

Total Exploration and Development Uganda Limited (TEPU), CNOOC Uganda Limited (CUL) and the Government of Uganda have discovered crude oil in the Lake Albert area and want to develop and build an oil pipeline to connect production from the Kingfisher area to Buliisa-Nwoya area of crude oil is exported to the international market.
The East African Crude Oil Pipeline (EACOP) project is part of the Lake Albert Development Project, a 1,443-kilometer transnational long-distance pipeline development project that can transport crude oil from Uganda to Tanga Port on the east coast of Tanzania.
The EACOP system is divided into three components, above ground installations (AGIs), pipelines and offshore storage terminals (MST). The above ground installation (AGI) consists of 6 pumping stations (PS-1 to PS-6) and 2 pressure reducing stations (PRS-1 and PRS-2) along the pipeline route.
The pipeline consists of 1,443 kilometers of 24-inch continuous heated export pipelines, connecting the Kabaale hub pumping station (PS-1) in the Hoima region of Uganda and the Tanga region storage reservoir in Tanzania. The pipeline includes all intermediate valve chambers , electric heat tracing (EHT) systems, high voltage distribution (HV) and fiber optic (FO) cables and related equipment, as well as the EHT substation.

Responsibilities:

  • Work closely with the project planning and control team to participate in the overall planning and control management of the EPCC project.
  • Use P6 Primavera software to participate in the preparation, tracking, and updating of schedules for various stages and levels (such as design, procurement, construction, specialty levels, regional and unit engineering levels, subdivision and sub-item engineering levels, operation and process levels, etc.) of the project.
  • Establish measurement baselines for schedule performance at various stages and levels of the project (such as design, procurement, construction, etc.), establish S-curves, and use methods such as critical path analysis, variance analysis, earned value analysis, chart analysis, etc., to comprehensively analyze and evaluate project performance.
  • Regularly compile project progress weekly and monthly reports by collecting and summarizing reports on the work status of various departments and specialties (such as design drawings, equipment materials, material shipments, site construction, quality, safety, etc.), and statistics on project resources (such as personnel, man-hours, major equipment, etc.).
  • Track, record, monitor, alert, analyze, and report on the actual execution of milestone and detailed tasks’ target times, schedules, and other elements at various stages (such as design, procurement, construction, commissioning, etc.) of the project, and regularly compile and publish reports weekly and monthly, analyze major deviations, and propose solutions.
    Predict significant risk factors that may affect project schedules, timely submit analysis reports and solution proposals to support management decision-making.
  • Organize various schedule-related meetings, review, analyze, monitor, and manage the project schedules of design institutes, project subcontractors, major suppliers, etc.
  • Track the impact of significant changes and decisions by the owner on project schedules and provide handling suggestions, provide business support for claims and counterclaims.
  • Perform other tasks related to this profession assigned by superiors.

Qualifications:

  • Bachelor’s degree or above in science or engineering, with more than 6 years of work experience, and more than 4 years of experience in planning management and implementation of large international EPC engineering projects.
  • Proficiency in English as a working language, with good data analysis and integration capabilities.
  • Proficient in using P6 Primavera software to prepare schedules, load resources, maintain baseline plans, update, and publish reports.
  • Good computer operation skills and proficiency in using Microsoft Office Excel/Word/PPT/Visio/Project and other office software.
  • Good project management awareness and teamwork spirit, with a good work attitude, responsibility, and strong communication and coordination skills.
  • Experience in oil, gas, and petrochemical engineering projects is preferred.
