Responsibility
- Prepare high quality, accurate, and timely reports for the company, project partners, and donors as required.
- Provide ongoing support to maintain MEL systems; identify skill gaps and build capacity among project team members, partners, and stakeholders.
- Support all project reviews and evaluation activities, including coordinating mid-term and final evaluations, and supporting donor and external reviews.
- Ensure programming alignment to targets and indicators contained in project proposal and use the information from the MEL systems and tools to improve program effectiveness.
- Capture appropriate cost information to track financial indicators, including bench-marking information to analyze program effectiveness and cost-effective inputs.
- Effectively rollout MEL collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed.
- Design methodology and coordinate research activities for project operations and assessments.
- Develop plans and systems for capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impact.
- Provide leadership, training, and mentoring to develop and implement MEL activities, including designing tools, implementing data collection and analysis, and sharing and using data to assess and improve program impact.
- Contribute to the design and implementation of capacity strengthening on a variety of MEL topics within the project team.
- Support and contribute to the development of flexible, adaptable, and user-friendly measurements, learning, and knowledge management mechanisms.
- Lead the development and support implementation of a learning agenda, including prioritizing learning questions and identifying evidence gaps.
- Support project teams to design and undertake appropriate and insightful outcome evaluations and assessments.
- Ensure that the project is represented at relevant MEL and evaluation forums, events, conferences and other platforms for learning and sharing lessons and knowledge.
- Responsible for managing project staff; ensuring technical capacity of team members; providing technical assistance and backstopping; and other project-related responsibilities
Knowledge and Experience
- Master’s degree (MSC or MPH) preferred with significant research experience in nutrition, food security, community health, or other related field from an accredited college or university.
- Minimum of five years’ experience designing and implementing M&E programs in complex health, nutrition, and/or food security settings.
- Strong capacity in the use and analysis of data for evaluation purposes.
- Strong analytical skills and an understanding of monitoring, evaluation, and assessment tools to promote evidence-based learning.
- Experience in systems thinking and application of complex adaptive systems methodologies are ideal.
- Strong familiarity with USG environment including USAID as well as MEL measurement approaches used by internal agencies.
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
- Excellent oral and written communication skills.
Desired
Extensive experience working in Sub-Saharan Africa; work experience in Tanzania is highly desirable.
