Key Responsibilities
Activity
Implement monitoring, evaluation, impact measurement, and reporting system in ARDHI project initiatives (30%)
Spearhead development, review and implementation of monitoring and evaluation plan in collaboration with project team and partners.
Test and adapt project theory of change in collaboration with other staffs and partners
Facilitate development of annual plans as per donor requirement and WVI guidelines and support the revision of work plans.
Take part in preparation, review and compilation of project’s monthly, quarterly, semi-annual, and annual reports.
Take lead in monitoring and evaluation events such as baseline, mid-term reviews, and final evaluation exercises. Participate in the engagement of project hired consultants, including writing their Terms of Reference (TOR) and providing them with the logistical support they need as carry out their contracted duties.
Facilitate learning and reflection sessions with staff or partners for the purpose of exploring information and answers around projects learning agenda.
Formulate and Implement key performance indicators (KPI) and deliverables for the project and monitor them throughout the duration of the projects
End Results
Effective Monitoring, Evaluation and Learning (MEAL) system for improved project performance
Implement project Learning, Information and Knowledge system (30%)
Leading project efforts to analyze and reflect on the data and information to determine the impacts it is making towards improved project achievements.
Maintain project database in WV’s Horizon platform and S4T data in MIS Savix/DreamSave.
Lead project efforts to document challenges/obstacles and lessons and best practices, including their application for improved project and organizational performance
Package and disseminate quality program initiative information to different audiences and for project quality purposes
Lead documentation of best practices and ensure most significant success stories are published and included in the reports and shared.
Establish status of implementation of operations audit/reviews recommendations for management action.
End Results
Lessons learned captured for review and adjustment of project design towards enhanced performance.
Build capacity of staffs, partners and community in MEAL (20%)
Develop and disseminate monitoring templates including tools to the project team
Train staffs, partners and community on project monitoring tools for effective and quality M&E system
End Results
Improved capacity of MEAL for project team and partners
Networking, visibility and donor recognition (15%)
Establish and maintain good relations partners, LGAs and stakeholders with regards to the implementation and accountability.
Ensures project interventions and donor are recognized by the government, partners and communities through project branding, participation in different forums including national, zonal, regional and local events.
Develop and support effective linkages and collaboration with key public institutions in the relevant field.
Represent the project in various assigned learning and sharing meetings/workshops/conferences.
End Results
Build network and create a positive image about the project, WV and EU in general
Other duties as assigned by the employer (5%)
Knowledge/Qualifications For The Role
Required Professional Experience
Must have a minimum of 3 years’ experience in MEAL position.
Should be conversant with different impact measuring systems.
Prior experience with INGOs, EU and other UN Agencies projects is an added advantage.
Facilitation skills in training or facilitating staff DM&E issues.
Must be computer literate
A good team player
Good communication and good inter-personal skills
Needs excellent English language skills, both oral and written
Must be a good writer.
Required Education, Training, License, Registration, And Certification
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required: BA Rural Development, Community development, Statistics, sociology and other related fields.
Must have certification on academic or job training on MEAL related field.
Preferred Knowledge And Qualifications
Strong prior experience with online data management, data collection, use of mobile data systems, logical framework, data analysis and presentation, report writings.
Strong commitment to WV Values, Mission and Vision.
Programming Skills.
Computer skills and statistical package.
Skills in Research methodology
Analytical skills
Travel and/or Work Environment Requirement
Work environment: Office-based with frequent travel to the field.
Travel: 20% Domestic/international travel is required.
On call: 5%.
Physical Requirements
Must be able to work in rural areas.
Language Requirements
Fluent in both Swahili and English languages.
