The Job Holder is responsible for all Cost estimation relating to EACOP logistics Package. Specifically the Job Holder is responsible to :
- For all the activities related to Cost estimation all along the course of the all Contracts managed by Logistics
- To work closely with Logistics Cost Control lead / Logistics Contract lead, giving support to ensure compliance with EACOP requirements referring to Contract cost elements.
- To review, analyze, process and present to EACOP logistics manager all information related to Logistics and Project estimated costs and expenditures done so far / will be done till end of Contract.
ACTIVITIES:
- Estimate and monitor cost time resource activities for Change Orders on reimbursable basis on day to day basis
- Monitor costs during the execution of MLC Contract, determining the final costs of the package on day to day basis
- Track any event which may affect the CONTRACT Price and TIME SCHEDULE on day to day basis
- Estimate cost and make analysis of potential Change Order Requests when requested
- Produce cost reports and cost monitoring against Change Order Requests / Change Orders when requested
- Ensure data is collected and assembled for historical database of execution cost, schedule, resources and progress metrics when requested
- Liaise with Logistics Contract Lead to Communicate contractual requirements to contractor and monitor for compliance when requested
- Prepare, and administer the cost aspects related to Change Order Requests / Change Orders on day to day basis
CONTEXT AND ENVIRONMENT:
- The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries.
- The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.
- The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
- East African Crude Oil Pipeline (EACOP) project will establish a Special Purpose Vehicle (“PipeCo”), which will build, own and operate the EACOP system. PipeCo will be established on OPCO type model with representatives of both Uganda and Tanzania states as well as shareholders.
- Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of
- Tanzania agreed to develop EACOP project in a fast track mode.
- The project is aiming at a Ready For Start-up (RFSU) schedule not later than 39 months after FID
- Service Location : The position is based in Dar-es-Salaam, Tanzania.

- Service duration: 1 year contract renewable
ACCOUNTABILITIES:
- She / He shall represent Logistics packages in all aspects of cost/price estimating of the execution works.
- He / She shall manage the related cost side of contractual matters, protecting the EACOP Project and COMPANY’s position with regard to all variations.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
- Professional Experience (years): 10/15 in Oil & Gas industry and major Onshore/Offshore Projects
- Experience in similar position (years): ± 8 in same or connected position.
- Level / Diploma: Master degree in management, business, finance or equivalent
- Vast experience in MS-Office and Power BI is a must
- Ability to work under pressure and stressing conditions.
- Team spirit and adaptability to an international work context.
- Ability to work in a multi-cultural business environment.
- Good interpersonal and communication skills
