Project Overview

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.
ACHIEVE has been funded by USAID in Tanzania to implement a four-year activity which aims (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV; (2) to deliver high-quality services to OVC in assigned regions; and (3) to strengthen the capacity of local organizations to deliver OVC services. ACHIEVE will begin activities in Tanzania in October 2020.

Position Purpose

Reporting to the HR Director, the HR Officer will serve as an active member of the Human Resources Team and be responsible for providing support for human resource operations within the Pact Tanzania Human Resources Department to deliver all the end to end HR transactional services for Pact Tanzania’s ACHIEVE project. This position has the primary responsibility for providing a wide range of complex and confidential administrative and project support. The HR Officer must demonstrate initiative, take ownership of responsibilities, and complete projects with positive results. The HR Officer will coordinate the delivery of HR services for recruitment, onboarding, orientation, benefits administration, employment contract management, staff performance management, staff development, and staff relations in line with the set organization HR policy, procedures, and practices.

Key Responsibilities:

Management of Existing Human Resources Processes and Systems:

  •  Provide support in managing staff HR operations, processes, and systems to help ensure effective HR service delivery for the ACHIEVE Tanzania project.
  • Provide the required input, which will support updating the Pact Tanzania Human Resources Information
  • System (HRIS) and ensure 100% data accuracy for all staff data of the ACHIEVE Tanzania project. This includes data for interns, volunteers, and temporary staff of Pact Tanzania.
  • Conduct periodic internal audits of HR files to ensure compliance with country statutes and regulations; assist with the compilation of statistics and materials in support of various compliance requirements.
  • Maintain Pact Tanzania’s HR records as per the required standards and policies for the ACHIEVE Tanzania project.
  • Monitor and update staff employment contracts, position changes, and staff transfers to different Pact Tanzania’s ACHIEVE project areas as per approved guidelines; ensure effective information flow to the field offices or project sites.
  • Perform any other relevant HR Operations duties as assigned by the Human Resources Director.

Staffing Support (Recruitment, Orientation, and Onboarding):

  • Partner with Pact Tanzania hiring managers of the ACHIEVE Tanzania project and provide HR technical support, coordination, and facilitation of recruitment, orientation, and onboarding services and implementing the annual workforce plans.
  • This includes facilitating the orientation process of new staff and ensuring that Pact Tanzania HR key documents are signed and filed as required.
  • Participate in staff interview sessions when required and guide the interview panel members on the required compliance of Pact recruitment standards of integrity and transparency.
  • Support the Human Resources Director to regularly review, audit, and improve interview reports/minutes and interview assessment tests, tools, and documentation used for the Pact Tanzania recruitment processes in the ACHIEVE Tanzania project.

Job Opportunity at CVPeople Tanzania, Human Resource Officer

Performance Management:

  • Support in the coordination and implementation of Pact Tanzania’s performance management process for all ACHIEVE Tanzania project staff.
  • This will include the setting of Objectives and Key Results (OKRs), monthly check-ins and the year-end annual performance reviews, probation performance reviews, end of probation confirmations, and implementation of performance improvement plans (for any poor performers).
  • In consultation with the Pact Tanzania HR Director, provide technical HR support to the ACHIEVE Tanzania project staff and line managers in the implementation and understanding of Pact Tanzania’s performance management process in accordance with Pact standards.
  • This will also include providing mentoring and support for new Pact Tanzania employees of the ACHIEVE Tanzania project.
  • Support the Human Resources Director to consolidate a proposal with analysis for the Pact Tanzania annual merit salary increments based on performance and performance management reports for the ACHIEVE Tanzania project staff.

Staff Compensation & Staff Benefits:

  • Administer and monitor the various Pact Tanzania staff benefits such as staff medical insurance, staff life assurance, staff leave, staff safety, and staff welfare programs for the ACHIEVE Tanzania project staff.
  • Provide any required HR input related to ACHIEVE Tanzania project staff to the HR Director to prepare monthly payroll for local staff as per the established standards.

Staff Development:

  • Support the Human Resources Director to ensure that the ACHIEVE Tanzania project’s annual staff development plans (from training needs identified) are developed, monitored, and implemented as per the Pact Tanzania staff development policy.
  • In collaboration with respective ACHIEVE Tanzania project leaders consolidate, track and report on all Pact Tanzania planned organizational staff development programs in each financial year.
  • Support Pact Tanzania line managers and other Pact Tanzania employees with technical guidance on career development, individual development plans, and other aspects related to Pact Tanzania staff development.
  • Facilitate staff capacity building on Pact Tanzania Human Resources related policies and Tanzania labor laws for a healthy and safe working environment.
  • Keep records of all trainings given to Pact Tanzania staff.

Staff Relations:

  • Provide HR technical guidance to ACHIEVE Tanzania project line managers and staff on employee relations issues, grievance, and disciplinary procedures and promote sound employee relations for Pact Tanzania staff.
  • Coordinate the management of staff disciplinary and grievance issues with support from the Pact Tanzania Human Resources Director.
  • When required, work as a secretary to the disciplinary hearing meetings convened at the Pact Tanzania head office or in the field offices assigned by the Human Resources Director.
  • Carry out regular HR field visits as assigned by the Human Resources Director to support addressing staff concerns that may need attention and improve staff engagement in the ACHIEVE Tanzania project.
  • Maintain exit interview data for the ACHIEVE Tanzania project, identifying trends, and recommending actions to address concerns.

Basic Requirements

  • Bachelor’s degree in Human Resources or a related field; or an equivalent combination of education, training, and work experience.
  • Minimum of four (4) years relevant working experience in human resources and a similar role, preferably with an International NGO.
  • Demonstrated ability to be professional, calm, flexible, resilient, solution-oriented, and creative
    Proficiency in MS Office Suite (Word, Excel, PPT)
  • Good understanding of the United Republic of Tanzania’s legal requirements relating to HR, including labor laws and administrative law.
  • Good understanding of employment-related statutory requirements, organizational policies, systems and procedures formulation, and management.
  • Good Interview, negotiation, listening, and counseling skills.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks, and responsibilities.
  • Ability to maintain confidentiality with a high level of professionalism
  • Ability to work in partnership with team members, partner agencies, and community members.
  • Excellent written and oral communication abilities in both Kiswahili and English.
  • Strong computer literacy and proficiency in MS Office Suite (MS Word, MS Excel, MS PowerPoint, etc. ) and excellent documentation skills are essential
  • Strong analytical skills and strategic planning abilities.

Preferred Qualifications.

  • Minimum of six years’ experience with International NGOs in Tanzania.
  • Experience with USAID and/or other NGO operating in a donor-funded environment
  • Demonstrated effective interpersonal and creative problem-solving skills
  • Demonstrated ethical management practices\Professional-level English language skills (written and oral)
