INDUSTRY RELATION SUPERVISOR
Total Exploration and Development Uganda Limited (TEPU), CNOOC Uganda Limited (CUL) and the Government of Uganda have discovered crude oil in the Lake Albert area and want to develop and build an oil pipeline to connect production from the Kingfisher area to Buliisa-Nwoya area of crude oil is exported to the international market.
The East African Crude Oil Pipeline (EACOP) project is part of the Lake Albert Development Project, a 1,443-kilometer transnational long-distance pipeline development project that can transport crude oil from Uganda to Tanga Port on the east coast of Tanzania.
The EACOP system is divided into three components, above ground installations (AGIs), pipelines and offshore storage terminals (MST). The above ground installation (AGI) consists of 6 pumping stations (PS-1 to PS-6) and 2 pressure reducing stations (PRS-1 and PRS-2) along the pipeline route.
The pipeline consists of 1,443 kilometers of 24-inch continuous heated export pipelines, connecting the Kabaale hub pumping station (PS-1) in the Hoima region of Uganda and the Tanga region storage reservoir in Tanzania. The pipeline includes all intermediate valve chambers , electric heat tracing (EHT) systems, high voltage distribution (HV) and fiber optic (FO) cables and related equipment, as well as the EHT substation.
Job Description:
The Contractor Industry Relation Supervisor reports to the Lot HRIR Lead. The role will
be overseeing compliance of Industry Relation Management System to all CPP sites.
Job Description:
- Operate under the instruction and guidance of the HRIR Lead
- Maintain professional working relationships with subcontractors and project management at all times.
- Verify that all workers have contracts of employment and understand their conditions of employment.
- Maintain oversight of the worker grievance register, ensuring it is updated and accurate.
- Assist and provide guidance on worker grievance resolution and disciplinary procedures.
- Conduct routine and non-routine monitoring of subcontractor IR plan implementation.
- Elevate subcontractor and project IR issues arising onsite to the Site Manager, HRIR Lead, and HRIR Manager.
- Prepare IR inputs for routine and non-routine reporting.
- Assist the HRIR Supervisor in investigating and closing all IR non-conformance and field observations arising from project, subcontractor, and third-party monitoring.
- Oversee workforce planning per Contractor Labour Management Plans and Local/National Content Plan commitments.
- Verify that contractor recruitment is conducted according to project and contractor recruitment and selection procedures in approved Labour Management Plans.
- Oversee pre-employment medical checks or observe CPP and subcontractor management of this process.
- Verify and retain records of activities associated with contractor recruitment where relevant.
- Ensure all risks associated with contractor demobilization planning and implementation are satisfactorily identified and managed.
- Verify that all workers receive their final pay, all demobilization entitlements, and required paperwork is completed.
- Carry out any and all other duties as directed by the IRS to meet project objectives.
Job Requirements:
- Bachelor’s degree in Human Resources or a related field.
- Minimum of 3 years of experience in Human Resources.
- A good understanding of Tanzanian labor laws
- Outstanding organizational and time-management skills.
- Excellent communication and interpersonal skills.
- Ability to maintain good working relationships with project management, contractors, and subcontractors.
- Ability to work independently, meet deadlines, and quickly adapt to on-the-job training.
- Capable of conducting onsite and offsite visits and audits to a professional standard without supervision.
