About Mazingira Alliance for Community and Conservation (MACCO)
Mazingira Alliance for Community and Conservation (MACCO), formerly known as Associazione Mazingira, is a Non-Governmental Organization officially registered in Tanzania (NGO/R2/000145). MACCO is based in Mang’ula “B”, Kilombero District, Morogoro Region. The organization’s work is centered on biodiversity conservation, focusing specifically on the Udzungwa Mountains of Tanzania, through a range of projects spanning from biodiversity research, monitoring, and community conservation.
The Role
MACCO is seeking a highly skilled Human Resources and Administration Manager to lead and manage all aspects of Administration and Human Resources for the organization. This critical role is responsible for ensuring the effective functioning of the workforce, maintaining stringent compliance with Tanzanian labor laws and regulations, and supporting MACCO’s overall organizational strategy.
Duties and Responsibilities
I. Administration (50%)
- Office Management: Manage general office administration, including procurement of stationery, facilities maintenance, management of vehicles and motorbikes use, and oversight of vendor contracts.
- Compliance & Safety: Ensure compliance with all relevant regulations and standards. Manage office security and safety, maintaining current OSHA annual certification.
- Financial & Grants Support: Support the organization with grants-related tasks, specifically overseeing financial reporting, audits, and compliance requirements mandated by donors.
- Executive Support: Assist the CEO with the administrative management of grants contracts and other sub-agreements as required.
- Supervision: Supervise the Finance Officer and provide support and guidance to ensure efficient processing of finance-related tasks. Support the finance team with the payroll review process.
- Performance Systems: Develop and implement performance evaluation systems to regularly assess staff effectiveness and productivity in alignment with organizational goals.
- Communication & Filing: Handle communications with partners, stakeholders, and government officials. Develop and maintain a secure filing system (physical and/or digital) for all official correspondence, ensuring timely tracking, retrieval, and confidentiality.
- Documentation: Draft, review, and edit official letters, memos, meeting invitations, and responses to ensure documents meet the organization’s standards for clarity, professionalism, and accuracy.
II. Human Resources (50%)
- Policy & Strategy: Implement HR strategies, policies, and procedures as outlined in the existing manual, and suggest necessary improvements or updates.
- Workforce Planning: Facilitate job analysis and update job descriptions as needed. Prepare an annual HR plan, including analysis of staff workload, current and future HR needs, and addressing strategies
- Recruitment & Development: Manage end-to-end recruitment, selection, and onboarding processes. Support managers in overseeing staff performance management, including appraisals, capacity building, and staff development.
- Employee Relations: Manage employee relations, effectively addressing concerns and grievances.
- Benefits & Compliance: Administer employee benefits and lead the process for enrolling new employees in NSSF and NHIF. Ensure full compliance with Tanzanian labor laws and other applicable regulations.
- HR Records: Maintain all HR files. Track and compile staff leave schedules, administer staff absence authorizations, perform absence monitoring and recording, and advise staff on their leave entitlements.
Required Qualifications, Experience, and Qualities
Education & Experience:
- Bachelor’s degree and a minimum of 6 years of experience OR
- Master’s degree and a minimum of 4 years of experience in Human Resources, Business Administration, or a related field.
Legislation: Must be intimately familiar with Tanzanian laws and regulations governing Human Resources.
Skills: Proficient in MS Office, including Word, Excel, and Outlook.
Analytical Ability: Ability to define problems, establish facts, analyze situations, and make sound decisions. Ability to work with managers to assess complex issues pragmatically.
Communication: Excellent written and verbal communication skills in both English and Swahili.
Leadership: Ability to interact with and lead employees at various levels.
Ethics: Strong understanding of confidentiality as it relates to Human Resources.
Attributes: Excellent organizational and multitasking abilities.
