Job Description

The Head of Program Implementation (HoPI) is a strategic leadership role accountable for the effective, timely, and quality delivery of organization’s entire project and program portfolio. The role ensures that all interventions are implemented in accordance with organizational standards, donor commitments, and sector best practices, with a strong focus on achieving sustainable impact for children, especially girls as defined in the organization country strategy. The position leads, mentors, and supports implementation teams across various locations, ensuring strong collaboration with technical advisors, MEAL, finance, and other functions to deliver results efficiently, safely, and with accountability to communities and stakeholders.

Responsibilities

Strategy & Program Design

  • As a member of the Country Leadership Team (CLT), participate in the development and critique of new strategies at both organization and intervention levels; proactively involve the Program Implementation team to contribute insights garnered from their specialisms:
  • Collaborate with the Head of Program Strategy, Policy & Quality to develop and implement a program of research to inform the development of innovative strategies and programs (e.g. situational analysis, baseline studies etc.)
  • Regularly review the results of organization’s research, monitoring, evaluation, and learning activities to identify key insights; actively contribute to the development of theories of change and the design of impactful interventions (both projects and influencing / advocacy)
  • Lead the program implementation team to work collaboratively with the MERL team; ensure the development of results measurement frameworks (including annual targets) and systems that will facilitate data collection, evaluation and learning
  • Collaborate with Head of Business Development and Head of Program Strategy, Policy & Quality to the design of quality projects and proposals that are responsive to grant funders requirements and speak to the Country Programme’s strategic priorities, experience and lessons learned.
  • Contributes to the development and review of the overall strategic plan for the Country Program to maximize the provision of sustainable and equitable programs that advances children’s rights and equality for girls
  • Actively implementation of a partnership strategy to ensure that impactful and effective partnerships are built and managed.
  • Be an active member of the Senior Management Team (SMT) and contribute to strategic direction, organizational decision-making, and other management related issues.

Program Management & Delivery

  • Manage and coordinate the implementation of organization’s entire portfolio of national and area projects, so that results are achieved and quality projects are delivered in line with the Strategic Plan; ensuring that learning from interventions is fully utilized to maximize impact and innovation:
  • Responsible for leading of program implementation for delivery of high-quality programming on time, and on budget, in line with the objectives of the Country
  • Program Strategic Plan and in accordance and compliance with donor requirement
  • Facilitate the implementation of gender transformative programs that address specific girls’ rights issues and focused on Tackling and addressing harmful gender and social norms in Programming.
  • Drive excellence in the delivery of organization’s child sponsorship focused on sponsored children and their families through sponsorship innovation.
  • Ensure adherence and appropriate responsibility for donor awards: manage and support budget holders for individual projects and awards, ensuring accurate forecasting, and effective budget management and monitoring, for example through monthly project reviews
  • Accountable for ensuring all organization’s programs are based on organization program quality standards and approaches. Set high standards of programming quality that reflects adherence to technical standards, best practice and donor guidelines, while fostering needs-driven innovation to improve program effectiveness and impact.
  • Develop operational plans and budgets for the implementation of programs. Manage and monitor expenditure against budgets for strategic and annual plans in adherence to financial guidelines, ensuring value for money, and acting as appropriate within delegated authorities.
  • Working with the managers, advisors and the project teams, establish robust project management systems and standardized ways of working, including through capacity building of Project/Area Managers, advisors and project teams in work-planning and program management, holding them accountable for key deliverables in project implementation.
  • Maintain up to date knowledge of sector and best practice to ensure that the Country Program stays at the forefront of practice and disseminate appropriately within team and other staff.
  • Initiate challenging and innovative programs and ensure learning is applied for improved program effectiveness and external influencing.
  • Liaise with Technical Advisors and Support Departments to ensure the Program
  • Implementation team is equipped to follow Standard Operating Procedures (SoPs) and effectively utilize tools that are designed to assure successful program implementation
  • Collaborate closely with the PD&Q and MERL team to ensure collection of data, analysis of results and identification of opportunities for improvement in a blame-free spirit of academic enquiry:
  • If desired results have been achieved, initiate strategies for widespread awareness-raising
  • If desired results have not been achieved, support the implementation team to adapt their approach
  • Periodically review theories of change, revising as appropriate
  • Work with other CLT colleagues to ensure the Country Office is ready to respond to all forms of active emergencies and protracted emergencies such as refugee response programs. Further ensure that staff have adequate capacity to provide the required level leadership
  • Trouble-shoot any issues which are impacting successful delivery of projects on scope time and budget, working closely together with all departments (finance, Ops, HR, Risk) to develop solutions and roll these out across our Program

Donor Compliance and Reporting

  • In collaboration with the Head of Business Development, ensure effective compliance with funding agreements through translated proposal documents, start-of-project workshops and training on donor guidelines
  • Effectively manage and lead the program teams to ensure appropriate funding agreement reporting schedules, preparation of quality donor narratives and financial reports.
  • Work collaboratively with grant management and business development teams to effectively manage relationships, negotiations and communication efforts with donors and partners in all phases of project design and implementation; promote appropriate involvement of partners at all stages of the project cycle.
  • Take a leading role in the effective management and monitoring of partnership and funding contracts ensuring adherence to quality standards and relevant donor requirements while assuring community preferences.
  • In collaboration with the MERL team, ensure timely and quality preparation of donor narrative reports, organization’s bi-annual and annual reports, Country Program annual business plans, evaluation reports, and any other program reports needed/required by the Tanzanian government.

Leadership & Staff Management

  • Lead the Program Implementation Team in a manner that empowers them to contribute effectively towards achievement of organization’s strategy:
  • Work collaboratively with the Head of People & Culture to develop robust departmental capacity building plans to ensure staff are adequately support to deliver quality programs.
  • Facilitate performance management of the program team in tandem with organization’s performance management policies and guidelines
  • Ensure that the department is resourced with the expertise necessary to deliver on organization’s strategic & project goals through a combination of recruitment and management of staff, mobilization of community volunteers, and procurement of consultants
  • Lead and manage the team towards high standards of performance through clear roles & responsibilities and provision of appropriate support; coordinate effectively with others to ensure high performance within organization’s matrix operating structure
  • Develop and encourage talent through on-going staff development, succession planning, career management; proactively address poor performance through timely constructive feedback, coaching and appropriate corrective action
  • Foster an inclusive environment by implementation of policies and ways-of-working that provide for diversity and equal opportunities and utilization of a leadership style that will drive employee engagement
  • Ensure that staff are managed in accordance with good HR management practice and provided with a safe and conducive working environment; includes ensuring that all legal and statutory obligations are fulfilled

Safeguarding and Gender Equality & Inclusion

  • Ensure that organization’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation
  • Standards and Guidelines as applicable to their area of responsibility.
  • This includes, but is not limited to ensure staff and associates are aware of and understand their responsibilities under these policies and the organization’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Requirements

Knowledge and Experience

  • Master’s Degree in Development Studies, Project Management, International
  • Development, Social Sciences, or any other relevant field
  • At least 10 years of experience (including international) in managing development programs, preferably with a disaster response component, with large and complex budget.
  • At-least 5 years’ experience at Senior Management Team/Country leadership Team level
  • In-depth knowledge of gender and inclusion and local/global development issues, with knowledge in girls’ rights and child rights, feminist movements, the key actors and institutions, and the power dynamics involved.
  • Mastery of key gender inequalities, gaps, barriers and opportunities at the national, regional and global level and gender programs, and especially for children and girls.
  • In-depth understanding of the policies, processes, institutions and organizations that shape the development and humanitarian context and standards within Tanzania.
  • In-depth knowledge on different types of partnerships and civil society strengthening and capacity building. Understanding issues, principles and strategies and their root causes and working with organization’s principles and a range of strategies and approaches to improve outcomes.
  • Proven track records of excellent Program cycle management within a complex organizational structure.
  • Experience of capacity building and prior experience in the design, delivery, or management of programs in education, SRHR, youth economic empowerment, humanitarian response in Tanzania/East Africa or in a country with similar context.
  • Mastery of the ability to analyze the social and political structures, dynamics and power relations that enable/exclude girls and boys from enjoying the fulfilment of their rights and equality.
  • Broad and deep understanding of the political, social, financial and cultural drivers of inequality; with practical experience of developing and implementing strategies for change
  • Ability to identify, analyze and monitor diverse, relevant external actors to work with and understand the purpose and implications of working with them.
  • Demonstrated expertise in designing and leading the impactful implementation of significant projects, utilizing good practice in MERL to set targets and adaptively managing to ensure achievement of results
  • Experience of strategic financial management including understanding relevant funding sources, revenue cycles, budgeting and cost estimation, balance sheets, return on investment etc.
  • Outstanding ability to analyze and interpret complex data-sets, both internal and external, to spot trends and patterns, opportunities and risks, and to inform decisions and action (even when the information is incomplete or ambiguous).
  • Outstanding communication skills with an ability to deeply understand the starting position of an audience and produce compelling written and/or spoken communications that effectively influence others.
  • Outstanding interpersonal skills with an ability to relate effectively to a wide range of people from diverse backgrounds; proven track record of leading collaborative working relationships and resolving conflicts between parties with differing interests.
