Project Title: Strengthening Cross-Border Protection and Life-Saving Services for Persons with Specific Needs (PSNs) in Nduta & Nyarugusu Refugee Camps and Host Communities in Burundi & Tanzania

About the Project

HelpAge Tanzania (HAT) and Jesuit Refugee Service (JRS), with funding from GFFO, have implemented a 3-year cross-border humanitarian project supporting older people and Persons with Specific Needs (PSNs) in refugee camps and host communities in Kigoma Region, Tanzania, and in Makamba, Kirundo, Ruyigi & Muyinga provinces in Burundi. The project strengthens protection systems, ensures inclusive humanitarian services, and promotes sustainable, dignified solutions for at-risk populations.

Purpose of the Final Evaluation

We seek an independent consultant or firm to assess the project’s performance, results, and impact, and to generate evidence-based recommendations to inform future humanitarian programming. The evaluation will cover Relevance, Effectiveness, Efficiency, Impact, Sustainability, and Learning, using a mixed-methods, participatory approach with strong inclusion of older people and persons with disabilities.

Scope & Timeline

Duration: Maximum of 21 working days, including preparation of the final report (August–September 2025.)

Locations: Kigoma (Nduta & Nyarugusu camps, host communities in Kasulu & Kibondo) and 4 provinces in Burundi.

Activities include inception phase, field data collection, analysis, reporting, validation, and submission of a final report.

Consultant Profile

  • Minimum 5 years’ experience in humanitarian/development programme evaluation
  • Proven expertise in social protection, inclusion, and rights-based approaches
  • Strong mixed-methods research skills
  • Experience in Tanzania/Burundi or similar contexts
  • Ability to produce high-quality, concise reports in English (French/Kirundi an asset)
  • Demonstrated adherence to ethical and safeguarding standards
