Job Purpose:

The Environmental Regulatory Coordinator works within a team and in collaboration with internal stakeholders, international and local consultants, Governmental agencies, and other external stakeholders to support environmental assessments of project components and changes, and provide guidance and expert advice on project activities to ensure they are developed in compliance with project standards, national regulations and international best practices and standards, such as International Finance Corporation Performance Standards.
This position will be mainly office based, with some field based activities to conduct environmental audits, stakeholder engagements and participation in 3rd party site visits (i.e., NEMC, IESC, etc.) as required.

Key Objectives/ Responsibilities:

Environmental Studies

Ensure that additional environmental studies, such as ESIAs, ESIA variations, ESMP updates and pre-construction studies, are completed to Project standards, International Best Practices and Tanzanian regulations.
Ensure that all environmental studies required and recommended are performed to fully consider and understand the potential effects associated with this project.
Develop scope of works for the required environmental studies to obtain the approvals
Liaise with other departments (i.e., land and social, regulatory compliance, engineering, field operations, construction) to ensure information required for studies is provided in a coordinated manner.
Lead internal environmental studies to understand impact of activities (i.e., water use, road construction, etc.) and advise if further studies are required.
Ensure contractors developing and implementing ESIAs and other studies comply with conditions.
Ensure delivery of assigned environmental studies on time and budget.

Reporting:

Participate in the development, compilation and review of annual reports to external stakeholders (NEMC, regulations, stakeholders, etc)
Participate in review of Contractor documents that outline how their environmental responsibilities are defined, communicated and met. Review plans and advise if they meet regulatory and project commitments. Provide feedback for improvement of plans.
Develop, issue, update and/or review Environmental and Social Management plans and guidelines for activities.
Develop and assist in the preparation of responses to external parties regarding environmental performance and assessment.

Environmental Regulatory Guidance

Provide specialist advice on environmental matters for impact assessments and management plans and guidance in order that the company can demonstrate sound environment management, ensure legal compliance and minimize the potential for litigation or damage to the company’s reputation.
Keep up to date with new environmental regulations and assess their impact on EAOCP activities Identify unanticipated negative impacts and communicate these to management.
Participate in the review and analysis of environmental baseline data, monitoring data, incidents, etc. and review against Environmental Optimum Requirements
Support the acquisition of relevant environmental permits, certificates and licenses as required by the project.

Field based work:

Participate in environmental audits of construction activities (at minimum 1x/quarter); review compliance against ESMP and suggest mitigations for areas of improvement
Participate in field based stakeholder engagement sessions, providing updates on environmental activities, as required.

Stakeholder Engagement and Environment Culture

Prepare and participate in presentations to internal and external stakeholders.
Be up to date with local perceptions of EACOPs environment performance and anticipate risks.
Lead World Environment Day (WED) activities for the Dar es Salaam office. Coordinate with EACOP-Uganda and Site-based WED activities.

Accountabilities:

Represent EACOP TZ on environmental matters with external bodies as assigned, establish and maintain good coordination with Tanzanian environmental authorities.
Centre of environmental and biodiversity expertise for EACOP.
Ensure environmental studies are conducted and regulatory approvals are in place for project changes and variations and meet IFC and national regulatory standards and are conducted within a set timeline and budget.

Experience and Qualifications:

Professional experience:

At least 10 year’s professional experience working in Oil & Gas or other extractive industry Environment & Biodiversity capacity with specific experience in implementing environment and biodiversity monitoring and enhancement activities and site reinstatement.
Significant experience working in Environment / Biodiversity matters for oil and gas or extractive industries with exposure to East African context.
Experience in supervising and advising environmental consultants.
Good knowledge of Tanzanian environmental regulations.
Registered NEMC EIA Expert

Technical competencies:

Bachelor degree in Environmental Management / Science or related field with a bias in environmental studies plus suitable experience.

Behavioral competencies:

Excellent communication and interpersonal skills with a proven ability to develop and maintain good relations with a wide range of stakeholders.
Negotiation and conflict management skills.
Excellent written skills.
Expertise with Tanzania environmental legislation, International best practices, and other standards such as IFC , IPIECA, Best Available Techniques.
Proven ability to work independently and meet deadlines.

Language:

Fluent in English, (speaking, writing).
