Management and Development for Health (MDH) is a non-profit, non-governmental organization whose primary aim is to contribute to addressing the public health priorities of Tanzania and the world at large. The priorities include: HIV/AIDS, Tuberculosis; Reproductive, Maternal, New-born and Child health (RMNCH), Nutrition; Non-Communicable Diseases of public health significance; as well as Health System Strengthening. MDH strongly believes in and works in partnership with various local and global institutions, Ministry of Health (MOH); President’s Office Regional Authorities and Local Government (PORALG); donor agencies; academic and non-academic institutions; implementing partners; civil society, community-based and faith-based organizations and others.
MDH seeks to recruit qualified individuals to serve as a Chief of Party (COP) and Deputy Chief of Party (DCP) for the anticipated project on Global Health Security (GHS): USAID Usalama wa Afya Duniani Activity in Tanzania. The project aims to support the Government of Tanzania’s capabilities to develop, validate, implement interventions to prevent, detect, and respond to emerging infectious diseases (EID) threats in the country using One Health Approach by building capacity to strengthen health systems, evidence generation and multisectoral engagement.
It is anticipated that the project will be implemented in a five-years period.
This position will be granted upon award from USAID/Tanzania.

Position Summary:
The DCOP will work under the guidance and leadership of Chief of Party (COP). The DCOP will be responsible for providing technical leadership and assistance to project team, government officials, implementing partners and support the building institutional capacity for the project. With guidance and support of the COP, the DCOP will coordinate the provision of technical services, harmonize efforts and maximize synergy and integration between project program areas and units. DCOP will coordinate the design, manage daily to daily implementation of programmatic strategies and activities based on the agreed workplan and scope. Will oversee timely development of high-quality monthly/quarterly/annual reports, documentation of project’s successes and lessons learned, and submission to the COP and senior management for program monitoring.
This position is will be filled upon award from USAID/Tanzania.
Roles and Responsibilities:
Provide overall technical leadership, assistance and strategic direction to ensure timely and appropriate implementation of activities in collaboration with implementing partners, The Government of Tanzania, private sectors and beneficiaries.
Provide program management and technical oversight in building capacities for staff at national, subnational and community levels for monitoring antimicrobial resistance, promotion of biosafety and biosecurity practices, laboratory and surveillance systems strengthening and bolstering Infection Prevention Practices.
Work with One Health line ministries, private sectors, implementing and key stakeholders to integrate, implement and oversee One Health approach in project’s designs, workplans, activities and reports.
To provide technical support to the Government of Tanzania and other direct beneficiaries in One Health data mining, synthesis, trend analysis to identify actionable patterns and translation to inform decision makers, policy makers/implementors on required changes in strategies and approaches.
Ensuring the implementation of strategies, approaches and activities support the global International Health Regulation (IHR) standards to advance and improve Joint External Evaluation (JEE) scores within supported regions and Tanzania as whole.
In collaboration with the Strategic Information and Research Directorate, will support One Health line ministries and other multisectoral actors to identify/define key performance indicators, establish and monitor M&E frameworks, analyse data and inform intended beneficiaries for implementation of recommended actions.
To work closely with project’s finance team to track project’s financial expenditures, analyse budget reports, and provide updates to the CoP and MDH Management on progress of fund burn rate upon agreed scope of work.
Coordinate annual work plan and budgeting process with project team, MDH senior management teams, implementing partners, MoH, PO-RALG, and all other relevant stakeholders for coordinated implementation and resource allocation.
To work closely with Programs and Strategic Information Directorates to oversee the preparation, reviews and timely submission of workplans, reports and other key deliverables to the MDH senior Management team, implementing partners and USAID/Tanzania.
To ensure project staff are compliant to USAID/Tanzania regulations and policy guidelines, Tanzania’s country specific laws and other related policies as appropriate.
To provide mentorship, technical support and supervision to core project staff and partners to ensure their performance is consistent with the objectives of the project; timelines/schedules are being met and are compliant as per USAID/Tanzania regulations and policy.
Cultivate and maintain ambient and professional working relationships with USAID/Tanzania, developing partners, government entities including One Health line ministries, private actors, local and civil society organizations, academic/research institutions to leverage on existing resources, cementing partnerships and enhancing ownership and accountability.
Requirements, Education, work experience and skills:
Master’s degree or higher in a relevant field such as infectious diseases; medicine; public health; applied or field epidemiology; laboratory sciences; climate and environmental science with One health approach with at least 5 years’ experience; Or a Bachelor’s Degree with at least 7 year’s experience in international development. Professional training in a field of Management and Leadership will be an added advantage.
Demonstrated experience in establishing and managing complex public health project systems as DCOP for USAID-funded project is highly desirable with proven capacity to effectively manage project funds and a diverse team
Having a least 8 years of experience in a senior managerial and leadership position in managing large, complex, and multisectoral health programs in two or more of the following: Outbreak response, One Health, Infectious Disease epidemiology, Antimicrobial resistance, laboratory sciences, health systems strengthening and surveillance.
Having minimum of 5 years previous experience working on USAID-funded projects or affiliate, extensive experience and knowledge of USAID rules, policies, compliance, regulations, related reporting requirements and funding parameters.
Demonstrated critical thinking and problem-solving capabilities to enable timely conflict resolution and escalation of unpleasant working environment.
Demonstrated experience to build capacity in global health security/One Health or similar work to staff at national and subnational levels, private sectors and all key beneficiaries across all levels and sectors.
Demonstrated capability to leading and maintaining professional and ambient relationship with multi-sectoral teams, Line ministries for One Health approach, donor representatives, developing partners, community/research/academic organizations, and private sectors to achieve project objectives within complex Tanzanian landscape and settings.
Demonstrated track record of previous similar works in Tanzania with in-depth understanding/knowledge of local health systems landscape, government structure, established opportunities and existing challenges; particularly in addressing technical areas for anticipated Activity.
Proven strong analytical skills for comprehending/ analysing/translating big One Health data and ability to translate synthesized information to actionable plans, and disseminate to key relevant stakeholders and beneficiaries.
Proven excellent oral and written communication skills (in English and Kiswahili), as well as influencing, coaching, supervising and teaching skills.
