Position: Industrial Hygiene Inspector
INDUSTRIAL HYGIENE INSPECTOR
Total Exploration and Development Uganda Limited (TEPU), CNOOC Uganda Limited (CUL) and the Government of Uganda have discovered crude oil in the Lake Albert area and want to develop and build an oil pipeline to connect production from the Kingfisher area to Buliisa-Nwoya area of crude oil is exported to the international market.
The East African Crude Oil Pipeline (EACOP) project is part of the Lake Albert Development Project, a 1,443-kilometer transnational long-distance pipeline development project that can transport crude oil from Uganda to Tanga Port on the east coast of Tanzania.
The EACOP system is divided into three components, above ground installations (AGIs), pipelines and offshore storage terminals (MST). The above ground installation (AGI) consists of 6 pumping stations (PS-1 to PS-6) and 2 pressure reducing stations (PRS-1 and PRS-2) along the pipeline route.
The pipeline consists of 1,443 kilometers of 24-inch continuous heated export pipelines, connecting the Kabaale hub pumping station (PS-1) in the Hoima region of Uganda and the Tanga region storage reservoir in Tanzania. The pipeline includes all intermediate valve chambers , electric heat tracing (EHT) systems, high voltage distribution (HV) and fiber optic (FO) cables and related equipment, as well as the EHT substation
Job Description:
- Directly supporting the EPcmC staff & the CONTRACTORs ensuring delivery of the Pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.
- Implement, use, and communicate safe work practices on and off the project sites.
- Implement the Project Health and Industrial Hygiene management framework for the project.
- Verify conformity of Contractor’s application of project OHH documents, such as SMP, SOP’s and WMS.
- Ensure the respective Project camps and accommodation facilities and staff are compliant to their approved assurance and certification programs and approved inspection regimes
- Ensure all camp food preparation & handling are contained and transported in compliance with agreed Project and International standards.
- Inspect for conformity Occupational Health & Industrial Hygiene Control Practices e.g., noise, dust, fumes, heat stress, indoor air quality, etc –
o Occupational Health Programs – such as fitness to work, health surveillance etc.
o Health Promotion Programs
o Camps and Kitchens
o Vector Control Programs
o Water Quality Assurance
o Infectious Disease Outbreak Support Management investigations
o Wellness Programs
o Drug and Alcohol Program
- Produce inspection reports, identifying trends, non-compliance, and areas for improvement.
- Collect/assess site samples in accordance with the project approved industrial hygiene policies & practices
- Perform specific focused OHH compliance audits/surveillance reviews as scheduled or necessary.
- Expedite and report on the status of OHH compliance against agreed HSE KPI’s.
- Maintain databases and record storage for OHH systems reports and compliance audits
- Attend COMPANY CONTRACTOR HSE audits and engage as directed
- Provide industrial hygiene topics for HSE moments, Toolbox talks for site pre-starts and offices.
- Participate in Incident Investigation or Incident Review Board(s).
- Attend regular scheduled project meetings as required and verify HSE metrics and KPI’s tabled
- Perform inspections of equipment/materials/installations to ensure OHH compliance.
- Work within a multi-cultural business framework and provide ethical and compliant support.
- .Mentor exemplary behavior regarding HSE, Ethics and Company “Code of Conduct” policy
Job requirement
- Diploma in Occupational Health and Industrial Hygiene (OHH) with three (3) years’ experience in an OHH related field, or Company agreed discipline qualifications supporting the OHH management for construction execution of onshore pipeline and related facilities work scopes
- 2 years or more of Occupational Health and Industrial Hygiene exposures regarding Health and Industrial Hygiene.
- Demonstrated knowledge and understanding of requirements of OSHA, NIOSH, ISO 31000
- OHH experience working within a cross-functional oil & gas pipeline project team supporting; remote contractor construction camps, kitchens, food and beverage, field sanitary, water processing and waste management facilities
- Experience in analyzing OHH data to report accurate KPI’s and potential non-compliance status
- Competency within applications such as SharePoint, Adobe, MS Office; Word, Excel, PowerPoint, Visio
- Demonstrated knowledge of safety compliance, risk controls and site HSE hierarchy
- A high focus on identifying and meeting the key project deliverables and Industrial Hygiene objectives.
- Knowledge of project HSE strategy and commitments regarding industrial hygiene compliance.
- Demonstrate proficiency in the interpretation of OHH, plans, policies and regulatory compliance
- Working knowledge of regulatory requirements such as occupational Health and Industrial Hygiene compliance regulations, communicable disease and local public health hazard controls.
- Knowledge and experience with food safety and general sanitation of site-based camps and facilities
