Position: Health, Safety And Environmental Officer
Total Exploration and Development Uganda Limited (TEPU), CNOOC Uganda Limited (CUL) and the Government of Uganda have discovered crude oil in the Lake Albert area and want to develop and build an oil pipeline to connect production from the Kingfisher area to Buliisa-Nwoya area of crude oil is exported to the international market.
The East African Crude Oil Pipeline (EACOP) project is part of the Lake Albert Development Project, a 1,443-kilometer transnational long-distance pipeline development project that can transport crude oil from Uganda to Tanga Port on the east coast of Tanzania.
The EACOP system is divided into three components, above ground installations (AGIs), pipelines and offshore storage terminals (MST). The above ground installation (AGI) consists of 6 pumping stations (PS-1 to PS-6) and 2 pressure reducing stations (PRS-1 and PRS-2) along the pipeline route.
The pipeline consists of 1,443 kilometers of 24-inch continuous heated export pipelines, connecting the Kabaale hub pumping station (PS-1) in the Hoima region of Uganda and the Tanga region storage reservoir in Tanzania. The pipeline includes all intermediate valve chambers , electric heat tracing (EHT) systems, high voltage distribution (HV) and fiber optic (FO) cables and related equipment, as well as the EHT substation.
Job Description:
- Ensure all the works are carried out safely with minimum risk to employees, equipment and materials at the site (AGI, PPL, MCPY)
- Provide regular H2SE trainings, assessments and inductions to the employees as well as visitors
- Conduct regular inspections of site activities and equipment to ensure are safe
- Ensure the delivery, transfer and storage of materials and equipment are carried out in a safe manner
- Implement, use, and communicate safe work practices on and off the project sites.
- Communicate and mentor employees on the principles of ‘Life Saving Rules’ and ‘Zero Harm Policy’
- Ensure the safety observation cards (SOC) are distributed and collected from employees and available in the SOR system
- Ensure that all electrical tools inspected by the competent electricians and maintained safely.
- Carry out field/site and equipment inspection, risk assessments and reports any unsafe condition/acts to the team leader/engineer and CPP H2SE supervisor
- Conduct inspection of the fire-fighting equipment regularly for all Hot work activities and take necessary remedial actions as required.
- Ensure JSA/JHA and TBT are conducted by engineers/foremen in their work team/crew and assist them with required forms and advise before work starts
- Assist in investigating accidents/incidents and participate in H2SE inspection and audits
- Implement H2SE related instructions provided by the CPP H2SE department/supervisor
- Periodically inspect the work site, report any unsafe acts/conditions to the area supervisor and/or foreman, provide recommendations to correct deficiencies and follow-up to verify corrective actions have been taken.
- Ensure that all personnel and ERT understand emergency evacuation procedures and can identify assembly points.
- Ensure that the requirements of all “Permit to Work” System/Procedures and JMP are understood and implemented by the Workforce.
- Ensure general H2SE rules and signs are printed in languages understood by all Site personnel and are posted in areas where they are clearly visible.
- Participate in H2SE auditing and committee meetings
Job Requirements:
- Minimum form four and above with a relevant certificates with experience of 1-2 NOSHC-1 & 2 qualification is a minimum and NEBOSH IGC will have an added advantage.
