Farm Radio International is a non-profit communication-for-development organization dedicated to serving African rural communities through the innovative use of radio and mobile phones. Together with our broadcasting and project partners, we reach tens of millions of small-scale farmers with life-changing information and enable them to have a stronger voice in their own development. Through our efforts, rural radio programs enable women, men and gender diverse people to: share and access information; gain and exchange practical knowledge on agriculture, food and nutrition security, health, education, climate change adaptation; contribute to community and societal transformation; and have their voices heard.

KEY RESPONSIBILITIES

  • Reporting to the Country Program Coordinator and Field Finance Manager, the Country Finance Officer manages project finances and office administration, ensuring compliance with donor and organizational policies.
  • Key duties include financial accounting, analysis, fund management, policy adherence, HR administration, and audit support.
  • The role requires expertise in financial oversight and operational efficiency.


Financial Accounting (30%)

  • Prepare and submit month
  • ly, quarterly and year-end financial statements for project activities to FRI Ottawa within agreed timelines.
  • This includes period- end closings, bank reconciliations, monthly sub-ledger balances, review and verification of all payments, inter-funds, intercompany reconciliations, preparation of month-end journal entries, posting the general ledger and maintaining the chart of accounts.


Financial Audit, Systems and internal Controls (10%)

  • Manage the accounting systems for Farm Radio activities
  • Organize the accounting system in preparation for an audit of FRI Tanzania activities.
  • This will involve preparation of detailed working papers, financial statements and documents relating to policies and procedures.
  • Participate in internal audits of projects implemented by FRI Tanzania
    Systems and Internal Control 10
  • With supervision from the Field Finance Manager – implement the accounting system and ensure that it meets the requirements for reporting to key stakeholders including the segregation of donor funds and donor reports.
  • With supervision from the Field Finance Manager – implement all accounting and financial procedures and financial control mechanisms for projects and update the accounting manual as required throughout the project.
  • Ensure sub-grantees’ financial accounting/reporting complies with donor requirements.
  • Ensure implementation of necessary financial controls and due diligence (review of periodical reports, frequent monitoring visits and internal audits, etc.).


Financial Management (15%)

  • With supervision from the Field Finance Manager – ensure that all required FRI financial tasks (planning, reporting, monitoring, auditing etc.) by the donor contract are carried out in an efficient and timely manner.
  • Monitor performance to budget for the projects and ensure that all project staff are informed of significant financial issues and developments.
  • Provide regular variance analysis of project funding and offer recommendations for possible improved courses of action to ensure efficient use of project funds.
  • Negotiate and liaise with bank officials, auditors, government officials, the Canadian-based Financial Analyst, the Finance Officer and others, on financial matters as required.
  • Monitor and forecast cash requirements to meet administrative and program expenditures and make timely advance requests to FRI headquarters.
  • Facilitate the smooth implementation of contracts for the procurement of goods and services as required by project activities, plans and budgets.
  • Participate in strategic planning and design and support the program team to build and develop accurate annual budget and financial expenditure plans each year and monitor progress.


Financial Reporting to FRI Ottawa (5%)

  • With the supervision of the Field Finance Manager, undertake regular financial analysis and prepare financial reports that are accurate, timely, and comprehensive and meet all requirements specified by the donor.
  • Assist the Head of Operations in preparation of project reporting to Donors and FRI Ottawa as required including annual work plans and budgets.
  • Work with Ottawa-based Senior Financial Analyst (SFA) to ensure i) that all financial matters and regular reports are timely and accurate and ii) assist SFA with all relevant financial
  • administration (budget, reporting, audit etc.) to meet requirements to Donors and FRI Ottawa.
  • Respond to requests for information from project staff, project partners and FRI senior management.
  • Respond orally and in writing to inquiries concerning the project.


Personnel and Office Administration (30%)

  • Ensure Implementation of FRI Human Resource policies and procedures
  • Ensure full compliance on all Donor regulations/standards and FRI policies on travel, personnel, procurement, financial administration, etc. are adhered to;
  • Lead and facilitate the recruitment of regular employees, consultants, supervisors and enumerators for FRI-Tanzania;
  • Ensure updating of employee files and records;
  • Ensure accurate payment of benefits and allowance for staff as per the FRI policy;
  • Ensure proper recording of FRI Fixed Asset by making record checking Quarterly;
  • Keep proper filing for correspondences and financial documentation daily;
  • Ensures that contracts of employees are renewed or discontinued timely;
  • Monitors that staff performance appraisal is conducted on time for all staff of the FRI-Tanzania;
  • Negotiate lease agreements and manage sublet agreements for “tenants” in Farm Radio offices
  • Vehicles – ensure they are well-maintained, insured, permitted, stored and that policies are followed.
  • Furniture and equipment – ensure that it is well-maintained, insured, stored, inventoried, and that all maintenance, etc
  • Handle permits and visas in place for international staff and interns
  • Ensure national labor laws and standards are being followed
  • Ensure mandatory remittances, including income and VAT taxes are deducted and submitted and that all social security and other benefits are in place and up to date;
  • Ensure implementation of on-boarding orientation and training for new staff;
  • Perform other post related duties as required by Country Director and Field Finance Manager.


Qualifications

  • A University degree in accounting and finance or business management.
  • A minimum of three (2) years in financial management and project accounting.
  • Proficiency in computer skills, SunSystem, Intuit QuickBooks Online and advanced skills in MS Excel spreadsheets.
  • Strong analytical, communication and problem-solving skills.
  • Understand the tax laws and operations of the Tanzania Revenue Authority.
  • Experience working with international development partners, international non-governmental organizations (INGOs) and donors in general (in particular Global Affairs Canada)
  • Strong knowledge of GAAP and International Accounting Standards.
  • Familiarity with International Financial Reporting Standards.
  • Superior organizational skills are essential.
  • Practical experience in administrative roles is a plus
