Purpose of the Consultancy:
YOUTH WINGS seeks a professional consultant or consultancy firm to develop a comprehensive five-year Strategic Plan for 2025-2030. This plan will articulate our vision, mission, goals, strategies, and key policy potentials, providing a clear direction and work plan for the organization. Additionally, the consultant will develop detailed Resource Mobilization Plans, identifying diverse funding sources and facilitating strategic partnerships. The consultant will lead a participatory planning process involving YOUTH WINGS team members, partners, allies, Management, and Board of Directors to ensure the organization’s long-term vision and success. The consultant is expected to bring expertise in strategic planning, resource mobilization, and partnership development, applying best practices and innovative approaches. The role will also involve conducting a thorough situational analysis, incorporating a theory of change, and ensuring the strategic plan is adaptable and responsive to the evolving socio-economic landscape. The consultant must ensure the process is inclusive, fostering a sense of ownership and commitment among all stakeholders, and aligning the strategic objectives with the broader national and international development frameworks.
Scope of Work:
The consultant will support YOUTH WINGS in a consultative and participatory planning process involving extensive consultations with key sector partners. This process will produce a detailed context analysis, a comprehensive five-year strategic plan (2025-2030) outlining the vision, mission, strategic goals, specific activities, programs, timelines, targets, and detailed costing. Key components of the plan will include a SWOT analysis, a theory of change, and a resource mobilization framework identifying diverse funding sources, donor engagement strategies, and sustainable financial practices. Additionally, the consultant will facilitate the creation of strategic partnerships with public, private, and non-profit sectors to foster resource-sharing, collaboration, and knowledge exchange. The consultant will coordinate stakeholder engagement, ensuring inclusive participation and ownership, and will propose realignments to the organizational structure to support strategic goals. The deliverables will also include a comprehensive monitoring and evaluation plan and an updated stakeholder communication plan to ensure effective dissemination and engagement throughout the planning process. The consultant will draw on best practices from similar NGOs to ensure a high-quality, impactful strategic plan for YOUTH WINGS
Objectives:
Vision and Strategic Goal Alignment: Validate and refine YOUTH WINGS’s vision through stakeholder consultations by develop a comprehensive strategic plan that clearly outlines the organization’s mission, goals, strategies, policies, ensuring alignment with the organizational mission and establishing clear, measurable goals with corresponding indicators.
Resource Mobilization and Strategic Partnerships: Formulate detailed resource mobilization plans that identify diverse funding sources, donor engagement strategies, sustainable financial practices, facilitate the creation of strategic partnerships with public, private, non-profit sectors to enhance resource-sharing, collaboration, and knowledge exchange.
Stakeholder Engagement and Organizational Alignment: Enhance stakeholder communication, engagement throughout the planning process, ensuring meaningful participation and realign the organizational structure to support the strategic goals, improve collaboration, effective implementation of the strategic plan.

Key Deliverables:
Inception Report: A detailed report outlining the implementation plan, methodology, and timeline for the strategic planning process.
Stakeholder Engagement: Coordination and facilitation of stakeholder engagement meetings to gather input, validate findings, and ensure inclusive participation throughout the planning process.
Draft and Final Strategic Plan: Development of both draft and final versions of the comprehensive five-year Strategic Plan, incorporating feedback from stakeholders and aligning with YOUTH WINGS’s vision, mission, goals, strategies, and policies.
Resource Mobilization Plan: A detailed plan identifying diverse funding sources, donor engagement strategies, and sustainable financial practices.
Strategic Partnership Framework: Documentation of established strategic partnerships and an impact assessment of resource-sharing initiatives.
SWOT Analysis: A thorough SWOT analysis outlining the organization’s strengths, weaknesses, opportunities, and threats, with strategies to manage these elements effectively.
Theory of Change: Development of a clear theory of change to guide the organization’s strategic direction and decision-making processes.
Monitoring and Evaluation Plan: A comprehensive plan for monitoring and evaluating the implementation of the strategic plan, including key performance indicators and reporting mechanisms.
Qualifications/Competencies/Experience:
Educational Background: Minimum of a master’s degree in Public Health, Project Planning and Management, Sociology, Development Studies, or a related field.
Relevant Experience: Demonstrated work experience in strategic planning and development, with a proven track record of developing successful strategic plans for nongovernmental organizations.
Analytical Skills: Excellent and proven analytical skills, including the ability to conduct thorough situational analyses and SWOT assessments.
Communication Skills: Exceptional English writing skills, with the ability to produce clear, concise, and comprehensive reports and strategic documents.
Interpersonal Skills: Strong interpersonal skills, including the ability to facilitate stakeholder engagement, work collaboratively with diverse groups, and manage relationships effectively.
Pressure Management: Ability to work effectively under pressure and meet tight deadlines with minimal supervision.
Consultation Experience: Experience in conducting participatory planning processes and facilitating consultations with multiple stakeholders, including government agencies, NGOs, and community groups.
Project Management: Strong project management skills, including the ability to develop and implement work plans, manage timelines, and coordinate multiple activities simultaneously.
Resource Mobilization: Experience in developing resource mobilization strategies, identifying funding sources, and engaging with donors.
Sector Knowledge: In-depth knowledge of public health, social development, gender equality, and human rights issues, particularly in the context of Tanzania and similar regions.

After the advertisement of the Procurement Notice, qualified firms or individual consultants are expected to submit both a technical and a financial proposal. The technical proposal should include a detailed methodology, the proposed structure of the strategic plan, and a work schedule (maximum of 5 pages). CVs of key personnel who will be involved in the development of the strategic plan must also be included. The financial proposal should include a budget covering all expected costs. Evidence of similar assignments conducted within the last five years, including references, should also be provided.
