Consultancy to Implement Data visualization by using Power BI Software

 Project Name: U-MKOBA

BACKGROUND

CHAMA CHA UZAZI NA MALEZI BORA TANZANIA (UMATI)  

Chama cha Uzazi na Malezi Bora Tanzania (UMATI) is an autonomous, non-political national NGO providing Sexual and Reproductive Health and Rights (SRHR) information, education, and services in Tanzania. It has been in operation since 1959 and became a leading national organization providing quality youth-friendly SRH information and services, particularly to young people and women. In 1973 UMATI became a full member association of International Planned Parenthood Federation (IPPF) where technical and core funds support was provided. By being a member of IPPF, UMATI is internationally connected through experience sharing with other IPPF member associations. 

UMATI is envisioning to see a Tanzania where people are free to choose and exercise their Sexual and Reproductive Health and Rights without discrimination in gender, sex, and age. The visioning process of UMATI highlighted the need to integrate “without discrimination” as a recurring theme as well as an organizational value statement. “Freedom of choice” was agreed as a paramount inclusion at the end that UMATI would love to see by doing its core business. 

UMATI’s Mission Statement is to champion SRHR and provide information and services targeting the young and underserved. In coming up with the Mission Statement, cognizance was put on the strategic position of UMATI as a leading SRHR service provider in Tanzania. This was eventually replaced by “champion” recognizing the need to lead not only by the provision of services but also by enabling other service providers including capacity building to local CSOs partners in the country to champion SRHR through their advocacy initiatives. UMATI strives for structural poverty reduction by improving the health of people in the country regardless of gender and political or religious beliefs, with priorities being given to the poorest communities and hard-to-reach populations.

U-MKOBA | Strengthening the Access to Integrated Sexual and Reproductive Health Services through Outreach

UMATI through the support from Bergstrom Foundation is implementing the Strengthening the Access to Integrated SRH Services in public health facilities through Outreach Approaches in Kigoma. The project is implemented in Six districts of Kigoma region which are Kasulu DC, Kibondo DC, Kakonko DC, Uvinza DC, Buhigwe DC and Kasulu TC. 

Through the project implementation, three approaches will be applied in the provision of family planning services such as the use of the mobile van, Community volunteers, and public health facilities through the use of the cluster plus model for service provision to make sure that the hard-to-reach population in Kigoma are reached with SRH services including family planning.

PROJECT GOAL, OBJECTIVE, PURPOSE & INTERMEDIATE OUTCOMES 

• Project Goal 

The main goal of the project is to contribute towards improved sexual and reproductive health (SRH) outcomes for women, men, adolescents, and youth in Kigoma ultimately leading to healthy, productive, and empowering women, men, and youth 

• Project Objective: 

The project has two specific objectives which are 

1. To increase access to comprehensive SRHR information by women of reproductive age, men, and youth in Kigoma.
2. To increase access to integrated SRH services particularly LAPM to women of reproductive age, men, and youth in the Kigoma Region.

CALL FOR CONSULTANCY

The project focuses on enhancing data analysis and its application in planning, as well as packaging this evidence into formats that can be easily used by management and program teams for decision-making. To achieve this, UMATI intends to hire an individual to implement a project data monitoring tool that includes data analysis for individual facilities, districts, and regions, with informative dashboards that enhance data visualization and utilization. This tool will provide insights into service delivery trends across all project sites. The data visualization charts and dashboard will serve as key resources for disseminating information to all project stakeholders.

OBJECTIVES OF THE CONSULTANCY

The objective of the assignment is to develop data collation and analysis tools and/or dashboards that will inform project progress towards achieving its objectives and easily disseminate project progress to its targeted stakeholders, especially decision-makers. Specifically, the consultancy will achieve the following objectives: –

1. To integrate Power BI with existing data sources and systems such as DHIS2, Mobile app, web system and ODK/Kobo toolbox.
2. To create custom reports and dashboards that provide real-time insights into key project indicators.
3. Develop dashboards that allow users to interact with the data, and drill down to explore specific aspects of the data in more detail.
4. Ensure that the data analysis tools and presentation dashboards are user-friendly, and can be used by individuals with varying levels of technical expertise.
5. To enhance decision-making capabilities by providing project team, management, partners and donor representatives with accessible, interactive, and up-to-date data visualizations.
6. To increase operational efficiency by automating manual data processing and reporting tasks. This includes review of our data collection tools both manual and digital forms to insure availability of the digital data.
7. To foster a data-driven culture by enabling project staff to independently create and access reports.
8. To train program team on the use of developed data analysis tools and dashboards and how to interpret findings from the dashboards 

SCOPE OF WORK, KEY DELIVERABLES, AND RESPONSIBILITIES

• Scope of Work

The consultant will be expected to closely work with U-KOBA Project Team in the execution of the assignment. This will involve the: –

1. Identification of the data elements for periodic analysis and tracking.
2. Developing data collection and analysis.
3. Designing data utilization charts.
4. Power BI Subscription: Setup and configuration of Power BI licenses.
5. Data Integration: Connecting existing data sources (DHIS2, Excel, drives, Mobile app, web system and ODK/Kobo toolbox) to Power BI to ensure seamless data flow.
6. Review of our data collection tools both manual and digital forms.
7. Report and Dashboard Development: Developing key reports and dashboards based on the project indicators.
8. Training and Capacity Building: Conducting training sessions for project staff on how to use Power BI effectively. Training of team on evidence gathering, data analysis, interpretation, and utilization.
9. User Support and Documentation: Providing ongoing support and developing user manuals or guides to assist teams in leveraging Power BI.

Timeline

The entire assignment is expected to take 17 working days carried through within a calendar month from the date the contract has been signed between UMATI and the Consultant as per the below work schedule: –

The key deliverables for this consultancy will include the following:

• Power BI subscription set up and operational.
• Data integration with all key sources completed.
• Revised data collection tools (manual/digital)
• A set of interactive reports and dashboards accessible to project teams.
• Trained staff capable of using and managing Power BI reports and dashboards.
• Comprehensive user guides and documentation.
• A comprehensive report outlining the data analysis requirements of the organization.
• Data analysis tools that can collate, process, and analyze data.
• Visualizations/dashboards that help to identify trends and patterns in the data.
• User manuals and training materials that explain how to use the data analysis tools and presentation dashboards.
• User testing results that demonstrate the effectiveness of the data analysis tools and presentation dashboards.
• Strengthen the capacity of the tools and dashboard’s users

Responsibilities

• The Consultant Responsibilities

The consultant will be responsible for the following;

1. Develop the work plan for the assignment.
2. Conceptualize SRHR context and national indicators.
3. Conducting a needs assessment to determine the data analysis requirements of the organization.
4. Developing data analysis tools that can collect, clean, process, and analyze data.
5. Developing presentation dashboards that can display data in a clear and concise manner, using visualizations that are easy to understand.
6. Ensuring that the data analysis tools and presentation dashboards are user-friendly, and can be used by individuals with varying levels of technical expertise.
7. Conduct user testing to ensure that the data analysis tools and presentation dashboards meet the needs of the organization.
8. Meet with the UMATI team to gain consensus on indicators for tracking.
9. Develop user-friendly data collection, analysis, and utilization chart.
10. Presentation of draft data utilization chart to UMATI for the reviews and feedback.
11. Incorporation of input from UMATI reviews.
12. Presentation of the final data utilization charts/dashboards for approval
13. Prepare the status and final report on the assignment.

CONSULTANT PROFILE AND REQUIREMENTS

The consultant shall have knowledge and skills in both the development and deployment of Power BI software; in addition, the consultant will have the following qualification/expertise: 

• A minimum of Bachelor Degree in Statistics, Information Technology, Data Visualization, Public/Community Health, or a similar specialty is desired.
• Experience in the development of databases/MIS tools.
• Familiarity with Tanzania’s SRHR context and national indicators.
• Good communication and facilitation skills 
• Ability to write high-quality, clear, and concise reports in English.
