Total Exploration and Development Uganda Limited (TEPU), CNOOC Uganda Limited (CUL) and the Government of Uganda have discovered crude oil in the Lake Albert area and want to develop and build an oil pipeline to connect production from the Kingfisher area to Buliisa-Nwoya area of crude oil is exported to the international market.
The East African Crude Oil Pipeline (EACOP) project is part of the Lake Albert Development Project, a 1,443-kilometer transnational long-distance pipeline development project that can transport crude oil from Uganda to Tanga Port on the east coast of Tanzania.
The EACOP system is divided into three components, above ground installations (AGIs), pipelines and offshore storage terminals (MST). The above ground installation (AGI) consists of 6 pumping stations (PS-1 to PS-6) and 2 pressure reducing stations (PRS-1 and PRS-2) along the pipeline route.
The pipeline consists of 1,443 kilometers of 24-inch continuous heated export pipelines, connecting the Kabaale hub pumping station (PS-1) in the Hoima region of Uganda and the Tanga region storage reservoir in Tanzania. The pipeline includes all intermediate valve chambers , electric heat tracing (EHT) systems, high voltage distribution (HV) and fiber optic (FO) cables and related equipment, as well as the EHT substation.
Position: Community Liaison Spread Supervisor
Job Description:
The Contractor Community Liaison Spread Supervisor reports to the Lot Social Lead. The role will be overseeing a team of Community Liaison Officers (CLOs) working within a specific pipeline spread, ensuring they effectively build and maintain positive relationships with the existing communities.
Responsibilities:
- Provide direct supervision to a team of CLOs, fostering a collaborative and supportive work environment.
- Supporting the Lot Social Lead in ensuring all site social performance self-assessments are conducted and complete.
- Assist the Lot Social Lead in assessing the performance of CLOs and site and recommend areas for improvement.
- Provide site leadership on social performance matters and effectively communicate to site management on observed social non-conformance and corrective action to be taken.
- Track the successful implementation of stakeholder engagement activities and grievance redress.
- Ensure positive relationships with key stakeholders and PAC are properly established and maintained.
- Ensure accurate and timely completion of all required social performance reports and documentation.
Job Requirements
- Advanced degree in Social Science, Sociology, Community Development, or relevant discipline
- Minimum 5 years extractive industry construction or infrastructure construction experience preferred.
- Practical understanding and experience of construction related activities including land access, cultural heritage, labour management and working conditions, social receptor identification and direct experience developing and implementing social risk and impact mitigations.
- Excellent computer, report writing, and analytical skills required, proven attention to detail essential.
- Fluency in English and Swahili (written and spoken) essential; other relevant local languages an advantage
- Exposure to externally financed project social performance requirements an advantage.
