Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

Since 1992, MdM has supported health initiatives in Tanzania, shifting in 2010 to pioneering harm reduction services for people who use drugs.
Since 2022, MdM also promotes sexual and reproductive health for adolescents and vulnerable groups. Through the CUTTS HEP C project, it advances hepatitis C prevention and care, while in Rwanda, MdM contributes to the TUBITEHO harm reduction project (2023–2026). Its future strategy focuses on expanding harm reduction and SRHR programs, strengthening technical assistance, and improving emergency response capacity.
About the role
In the context of expanding our activities, you will be specifically in charge of defining, adapting, planning, and supervising the implementation of the mission’s human resources, financial management and administration frameworks, procedures and policies while respecting the local context, local legislation and MdM policies and values.
What you’ll do
Under the supervision of the general coordinator, your main responsibilities are the following:
Human resources management
Define HR strategies, structures, and budgets to ensure adequate staffing capacity
Oversee recruitment, payroll, and contract management for national and expatriate staff
Implement and monitor HR policies, salary grids, and staff training
Ensure compliance with labor laws and organizational core policies (PSEA, anti-fraud, child protection, etc.)
Advise and support managers on disciplinary issues and conflict resolution
Financial management and compliance
Develop and enforce financial procedures aligned with MdM and donor requirements
Manage financial reporting, budget monitoring, and reallocations
Ensure compliance with tax laws, financial audits, and donor regulations
Supervise financial reporting for local partners and support their capacity strengthening
Treasury & accounting
Manage cash flow, fund requests, and secure payments
Supervise accounting systems, donor allocations, and month-end closures
Implement and update cash management and accounting protocols
Team leadership
Recruit, train, and evaluate administrative and finance staff
Promote professional development and team cohesion
Oversee adherence to whistleblowing and disciplinary procedures
Coordination & representation
Contribute to internal and donor reporting
Represent MdM with donors, authorities, and peer organizations as delegated
Ensure financial and administrative oversight of local partner activities
Who you’ll work with
You directly supervise a finance manager and an HR officer.
You also work in close collaboration with the HR and finance advisors at the HQ
Requirements
Have experience in recruiting, training, and managing an Administrative Department team
understand and identify institutional donors’ cycles and procedures
have worked with the accountancy software SAGA
speak English fluently
This role may not suit you if you:
don’t have at least two years of experience in the international NGO field in a similar position (coordination)
don’t have the ability to work under a minimum of supervision
Are not aligned with MdM’s values and activist approach
