Activity:  Business Opportunities and Market Study for Organic fraction of Municipal Solid  Waste 

Project Title: Strengthening Urban Eco-Resilience in Chake-Chake and Mkoani

1. Introduction 

Lay Volunteers International Association (LVIA) is an Italian NGO working in ten African Countries  including Tanzania with Headquarters in Cuneo Italy while in Tanzania our offices are in Kongwa  District of Dodoma Region (P.O.BOX 160, Kongwa). LVIA has been working in Tanzania for more than  30 years in supporting community development especially on agriculture, health, and the  improvement of access to potable water and hygiene. Under the framework of the EU funded project,  LVIA implement the “Kijani Pemba – Strengthening Urban Eco-Resilience in Chake Chake and  Mkoani” 

The specific objective of the project is to promote inclusive and sustainable growth in Chake Chake  and Mkoani areas, South Pemba, by increasing climate urban resilience and access to basic services,  socio-economic opportunities and decision making, especially for women and youth in urban poor  communities. This objective can be achieved through the following expected results:

1. Improved dialogue for participatory and coherent territorial planning among Local  Authorities, communities and CSO;
2. Improved connectivity, coverage and access to safe water and sanitation, for public and social  facilities, with a specific focus on girls and women’s access to services;
3. Socio-economic inclusion and economic empowerment of young people, girls and women, is promoted through environmentally sensitive waste management services and green small  local businesses.

In order to achieve Output 3, LVIA intends to build and equip a solid waste collection, separation and  treatment center and organize/strengthen waste pickers groups. Through RSK Environment (East  Africa) LTD, LVIA has conducted a Waste Characterization and Management study with the objective  of understanding the production of municipal solid waste in Chake Chake and Mkoani, providing key  information such as composition, consistency, treatment possibilities and other important parameters  for reduction, valorization or disposal. 

Now, LVIA intends to conduct a Valorization study for the organic fraction of municipal solid waste  (which accounts for more than 80% of total waste generated, according to the waste management  study) to carry out an analysis on a cost-effective waste management system. Different options will  be analyzed through a multicriteria analysis (MCA) verifying the availability and stability of the waste  organic fraction, their qualities and will elaborate the technical-managerial feasibility and consider the  sustainability from the economic, social, environmental perspective. A sensitivity assessment on its  viability, the regulatory framework and the analysis on impeding factors is essential for the selection of the appropriate technical option. The analysis will consider opportunities of investment for a  possible future scaling-up of the initiative, and potentiality to expand capacity with organic waste from  local markets and households as well as from processing residues, especially in case of co-generation  from biogas (more capital intensive). Based on the results of Waste Characterization Study and Solid  Waste Organic Fraction valorization Study, the integration of the most suitable option within the  municipal plans will be proposed through the path of Structured Dialogue (activity 1.4) 

2. Objectives of the study 

2.1 Main Objective: To assess and develop viable business models in organic waste recycling  that are economically sustainable, socially inclusive, and environmentally beneficial.

2.2 Specific Objectives:

1. Identify key organic waste streams suitable for recycling.
2. Evaluate market demand for recycled products such as compost, biogas, briquettes  and Black soldier flies.
3. Assess technological and infrastructural requirements for above mentioned  recycling processes.
4. Analyze regulatory frameworks and compliance requirements. 
5. Develop business models and financial projections. 
6. Propose strategies for community engagement and capacity building.  

3. Scope of Work 

3.1 Research and Analysis: 

1. Perform a market analysis to identify potential customers and competitors.
2. Analyze existing waste management policies and regulations. 

3.2 Business Model Development:

1. Design scalable and replicable business models for organic waste recycling.
2. Develop financial models including cost-benefit analysis and funding strategies.

3.3 Implementation Strategy: 

1. Identify suitable technologies for waste processing.
2. Develop a phased implementation plan with timelines and milestones.
3. Propose monitoring and evaluation frameworks.

4. Deliverables 

1. Comprehensive report detailing findings, analyses, and recommendations.
2. Business models and financial projections.
3.  Implementation plan with clear timelines and responsibilities.
4. Training materials and community engagement strategies. 
5. Policy briefs for stakeholders and decision-makers.  

5. Selection Criteria 

The following will be selection criteria for the best tenderer.

The consultant must:

1. Have a proven experience in conducting market and value chain assessments,  particularly in sectors related to agriculture, waste management, or environmental  sustainability (e.g. agroecology enterprises or circular economy).
2. Be familiar with the Islands environment and market to ensure a tailored approach  for addressing local challenges and opportunities.
3. Be capable of designing robust sampling frameworks, conducting comprehensive data  analyses, and providing actionable recommendations
4. Be able to convey complex findings in a clear and understandable manner, ensuring  that all stakeholders are aligned.
5. Being able to collaborate with the LVIA team and other partners will facilitate a more  integrated approach to the study.
