Role Purpose (Statement)
The Procurement & Local Content Specialist will be responsible for managing CLIENT’S’s local procurement, administration and local content reporting administration to ensure internal, external and legal compliance in line with the Mining Act Cap. 123 of Tanzania and its respective Regulations and Mining (Local Content) Regulations 2018 as amended from time to time. Role Accountabilities
Everyone at CLIENT’S is required to understand and act in accordance with the values and policies of the company and to meet all relevant internal and external compliance
Compliance with Mining Local Content Regulations:
• Liase with the Tanzanian Mining Commission to facilitate the procurement process.
• Manage and monitor the process of invitation, quotation, and selection of suppliers in accordance with
Mining Local Content regulations including:
- Develop Expressions of Interest (EOI’s) in conjunction with package leads including EOI advertisements and EOI evaluation criteria.
- Issue notifications to the Mining Commission of impending Expressions of Interest (EOI) and obtain necessary approvals prior to proceeding with the EOI process.
- Manage the process of advertising in the media.
- Administer the receipt of EOI submissions, evaluation of EOI submissions in conjunction with the Engineering team for technical input to evaluations and preparation of bidder’s lists.
- Obtain mining Commission approval of pre-qualified bidders.
- Working with the project procurement team, prepare Mining Commission notification and obtain approval of Selected bidder.
- Prepare quarterly and annual procurement reports to be submitted to the Mining Commission in the standard formats.

Procurement administration:
- Responsible for facilitating local purchases from suppliers/vendors in accordance with CLIENT’S procurement standards and Tanzanian legislation.
- Researching suppliers and inviting appropriate company pools to quote and tender for required scopes of work.
- Manage and monitor the tender process to approved vendors. Clearly communicate CLIENT’S’s scope of works and specifications to suppliers/vendors to ensure minimal gaps and correct quotations.
- Co-ordinate with the Engineering team and participate in the evaluation of submissions in accordance with CLIENT’S commercial and technical requirements. Develop recommendations for award for internal and Mining Commission approval.
- Ensure complete procurement process is correctly documented for internal and external audits.
- Conduct reviews and negotiations with suppliers quotations to ensure CLIENT’S is quoted the most competitive price.
- Build and maintain an internal database of suitable local suppliers/vendors based on pre-determined criteria (quality, competitiveness, reliability, efficiency, service delivery, after-sales support etc.).
- Monitor with internal stakeholders and discuss with suppliers/vendors any defective or substandard goods/services and determine appropriate corrective and preventive actions.
- Monitor and maintain inventories in liaison with heads of department and internal stakeholders where applicable.
- Evaluate and monitor contracts with suppliers/vendors to ensure that they comply with the terms and conditions of the contract and determine any need for changes if necessary.
- Provide input to monthly reports to management on procurement and reporting matters.
- Provide input to the project Logistics team.
Key Performance Indicators
- CLIENT’S remains compliant with Local Content regulations and Mining Commission procurement audits.
- Minimise time needed for approvals by the Mining Commission by ensuring all procurement process parameters are followed stringently.
- Timely submission of procurement reports to the Mining Commission.
- Optimised cost of supplies and inventory.
- On-time delivery of goods/services requested by internal stakeholders.
Health and Safety Responsibilities
- Act in accordance with Company policies, occupational health and safety regulations at all times.
- Model the Company’s commitment to safety and community in all business activities.
- Where necessary and applicable, ensure that the suppliers/vendors are aware of all fit for work and safety procedures to be followed at site.
Skills and Experience
- 10+ years procurement experience in a mining company in Tanzania.
- Extensive knowledge of Tanzanian mining local content regulations.
- Experience working with Tanzanian Mining Commission procurement process.
- Excellent verbal and written communication skills in both Kiswahili and English.
- Good analytical skills.
