BACKGROUND
Chama cha Uzazi na Malezi Bora Tanzania (UMATI) is an autonomous, not-for-profit, non-political national NGO providing Sexual and Reproductive Health and Rights (SRHR) information, education, and services in Tanzania. UMATI was established in 1959 and has been a Full Member Association (MA) of the International Planned Parenthood Federation (IPPF), since 1973 and recently re-accredited by IPPF in 2023. UMATI is governed by a well-established policy volunteer structure from the national to community grassroots level.
The Vision and Mission of UMATI are to create a Tanzania where people are free to choose and exercise their SRHR without discrimination by championing the Sexual Reproductive Health and Rights (SRHR) agenda and providing information and services targeting the young and underserved.
The project aims to raise awareness about the prevailing unsafe abortion practices in communities, trigger the improvement of post-abortion care (PAC) services through debates with policy and decision-makers, and advocate for scaling down PAC services to health facilities and dispensaries. We seek an expert with profound experience producing documentaries for evidence-based learning purposes. The documentary produced will serve as a tool for policy change and behavior change communication interventions, aiming to shift negative social and gender norms related to access to post-abortion care services in communities.
TERMS OF REFERENCE
OVERALL OBJECTIVE
The overall objective of the assignment is to produce audio-visual plays/films on unsafe abortion cases raised by different community members voluntarily through the sharing of live experiences. These plays/films will be utilized in listening sessions, community dialogues, and advocacy work facilitated by UMATI to shift negative social and gender norms regarding access to post-abortion care services in communities.
THE CONSULTANCY
The consultant will work closely with the Communications specialist.
The Consultant firm will be required to:
- Develop scripts and storyboards for the plays/films.
- Develop and produce short audio-visual plays/films.
- Present a short, creative, precise, and informative draft film to UMATI for review.
- Produce 10 final audio-visual plays/films in high definition (HD) (3-4 minutes each) with English subtitles in the following formats: DVD with MP4 format and Flash drive with .flv format.
TECHNICAL REQUIREMENTS
Video Documentary:
- Broadcast quality Full HD video, resolution 1920 x 1080p.
- Professional sound recording at a minimum of 96 kHz/24-bit.
- Final products should include HD web files and HD DVDs.
- Subtitles should not exceed two lines with appropriate and acceptable wording.
REQUIREMENTS
UMATI seeks a consultant with the following skills, knowledge, and experience:
- A degree in Mass Communication, Multimedia Arts, Film, Video Production, and Graphic Design.
- A good understanding of the local socio-economic context, particularly issues related to the healthcare systems of Tanzania.
- Extensive experience in producing development work-related documents for publication and documentaries targeting both local and international audiences.
- Ability to produce high-quality broadcast video and print documentaries efficiently.
- Proficiency in storyboarding ideas and visualizing concepts effectively.
- Experience working with organizations focusing on SRHR.
- Excellent technical capabilities, including state-of-the-art filming equipment preferably High Definition, to ensure smooth and high-quality production.
- Experience in development communication.
DURATION OF THE ASSIGNMENT
The assignment is expected to take 6 weeks from the date of signing the contract as per the below chart.

INTELLECTUAL PROPERTY
All information related to this project shall remain the property of UMATI, and the consultant must seek written permission for any use or disclosure of project-related materials.
CONTRACTUAL ARRANGEMENTS AND SUPERVISION
The consultant will be hired under UMATI’s contract terms and solely supervised by the UMATI team to deliver the required outputs within the agreed timeframe.
EQUIPMENT FOR THE ASSIGNMENT
No equipment will be provided by UMATI. Any necessary equipment for completing the assignment must be provided by the service consultant.
REMUNERATION
Payments to the consultant will be based on a financial proposal developed for the consultancy.
