Description
The accountant, under the supervision of the Country Manager, will support Operation Smile in Tanzania with financial management, including bookkeeping, accounting, expense reporting, payroll, and office administration. They will work closely with the Country Manager, Regional Accountant, Regional Finance Director, Regional Program Director, and in-country staff of the foundation to ensure that project resources are effectively and efficiently used to successfully achieve project objectives and results.
Based in Dar es Salaam, the position holder will be responsible for ensuring quality and timely expense reporting, implementing strong controls for accounting and procurement, ensuring consistent compliance with Operation Smile Tanzania regulations and donor policies, and providing thoughtful and clear budgeting and financial forecasting. They are also responsible for fostering positive staff engagement and ensuring service delivery by the country staff.
The detailed roles include: –
- Ensure compliance with OSI finance, accounting, and procurement policies and procedures, as well as local laws such as taxes, customs, and registration to minimize unbillable expenses.
- Submit monthly expense reports (preliminary & final extracts) including trial balances, balance sheets, and statements to Country project leadership and the OSI regional and home office. Review balance sheet reconciliations.
- Process payments to vendors promptly and ensure that all expenses are allowable, allocable, and documented per OSI policy with adequate support documentation.
- Maintain a proper filing system for financial documents to ensure easy retrieval.
- Support the Country Manager in overseeing external financial audits and following up on the implementation of audit and compliance review recommendations.
- Manage the office petty cash system and ensure financial security instructions are followed.
- Facilitate monthly payroll and remit statutory deductions as per local government requirements.
- Assess bi-weekly cash flow needs for the project and communicate cash requests to CM, RD, and RFD according to planned activities.
- Provide country, regional/home office leadership with explanations for unused cash and high balances.
- Oversee the management of bank accounts, including following transfers, checking balances, checking authorized expenses and online transactions, and advising the CM on changes in bank account signatories.
- Ensure monthly bank reconciliations for all accounts are performed.
- Issue advances and ensure staff comply with Operation Smile Advance liquidation policies.
- Proactively engage in financial risk management and fraud prevention.

Requirements
Bachelor’s Degree and 3 years of professional experience in Business Administration/Financial Management or equivalent combination of education and experience in international non-profit setup
Knowledge, Skills And Abilities
- Good communication skills and appropriate knowledge in accounting
- Good skills in computer application preferably in accounting software
- Ability to act in a professional and ethical manner
- Willingness to work under pressure
