Vijana na Ubora, Malengo na Afya (VUMA) project is a 7-year Global Affairs Canada (GAC) funded project, aiming at increasing realisation of Sexual Reproductive Health and Rights (SRHR) for Adolescents Girls and Young Women (AGYW) in all their diversity in Katavi region. The project will increase AGYW’s individual and collective agency by building Sexual Reproductive Health Rights, Sexual Gender Based Violence, Mental Health, Infection Prevention and Control (IPC) and Nutrition by empowering them via increased social capital; and by helping them to acquire skills, capacities and increased financial capital. The project will also strengthen the provision of gender and adolescent-responsive and inclusive (GAR&I), integrated and innovative ASRHR and protection services and support for AGYW by building community, school, health facility and governmental capacity, infrastructure, planning and management.

In addition, the project will work with local Women Rights Organizations (WROs), Youth Led Organizations (YLOs), adolescent groups and stakeholders to ensure that gender equality (GE), SRHR and protection frameworks, policies and services are gender-responsive and evidence-based.

Role PURPOSE

The project officer work in conjunction with other member of VUMA project team to administer the project implementation and support the project coordinator and project manager in managing the essential aspects of the project cycle for assigned projects including planning, implementation and monitoring of VUMA project. He/she will assist in the regular updates and progress of the project, correspondence with partners on project and strategic interventions, and support the communication component of the project. The position older will report to the Project Coordinator.

Dimensions of the Role

Assist Project Manager and Project Coordinator in coordination and preparation of project related trainings, meetings, and workshops.
Prepare invitation letters, making follow on different project correspondences from different stakeholders.
Support project team in administration work, including raising purchase requests.
Support to coordinate regular project progress and review meetings with community volunteers, implementing partners and other stakeholders as needed.
Ensure effective monitoring and coordination of project trainings delivery, including provision of quality knowledge and skills as per curriculum/s.
Ensure Facilitators provide participants with Pre and post-tests, and develop quality training report as per the developed and approved training report template.
Compile partners’ monthly and quarterly workplan and share to project team prior quarterly project Management Meeting.
Support project coordinator to collect, document and sharing of project case studies, success stories best practices, taking photos and learnings.
Support monitoring and supportive supervision activities by ensuring cost effectiveness in logistic and transportation.
Represent the project team in district government and other stakeholders meeting or workshops as needed.
Suport the project administrative work, including preparation for the meetings, follow up on the procurements purchase requisitions and filed work plan
Performs any other duties to be assigned by Program Manager to support the achievement of project or organizational goals

Accountabilities

Contribute to ensure high quality activity-based planning and reporting, monthly updates, quarterly and annual narrative report for all activities and outputs.
Work to support the Project coordinator to provide effective coordination and management of partners as well as with all other actors with a focus on achieving desired results in line with desired project impact.
Support timely communications of project activity plans with project partners and all other stakeholders to ensure smooth running of the project
Ensure monitoring of project training activities are well implemented by all project partners and ensure they are in line with the project detailed implementation plan

COORDINATION, REPORTING AND DOCUMENTATION

Liaises with partners and VUMA team to prepare and assess trainings
Support project coordinator in developing monthly activity implementation plan with project partners and monitor activities implementation and provide monthly updates.
Coordinate quality implementation on training activities on promotion, adolescent and sexual reproductive health, child protection systems strengthening, promotion of education
Support coordinate periodic review and reflection workshops/meetings to review project plan and strategies and document learning and evidences as assigned
information management
Collaborate with project staff to translate project learning and results into accessible technical products for global and country stakeholders.
Manage the communication component of the project such as media, story writing, photo taking and the production of IEC materials
Contribute to regular project’s donor reporting, including preparing presentations or other deliverables to Country office, Plan Management, the National office, and donor.
internal & external coordination
Active contributor and collaborator with Project staff (including of partners) and Country Office counterparts in sharing the update of the project implementation.
Strengthen linkages with other internal resources to enhance organizational learning where relevant.
Maintain close working relationships with all stakeholder in the region and support the information sharing.
compliance to global policies
Ensure compliance with security procedures and policies as determined by country leadership.
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEIP) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring Plan and Partner’s staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Project Coordinator – for guidance in the implementation, partners and external communication, overall supervision and project training deliverables.
Project finance officer and procurement officer; on budget and expenditure tracking and compliance including proper use of training charging codes
Monitoring and Evaluation Specialist: for training monitoring follow ups and documentation case studies, training activity and monthly report.
Gender Specialist: for Gender Mainstreaming in all training project activities

Technical expertise, skills and knowledge

Essential

Education – University degree in Project Management/ Sociology / Community development / Social science/ development studies, Mass communications.
At least 3 years practical experience in implementation of development projects
Ability to work in collaboration, organize and facilitate project trainings.
Strong coordination and communication skills, team-building and motivational skills
Cultural sensitivity i.e. building and working effectively within a diverse working environment
Analytical and innovation skills.
Strong negotiating, and influencing skills.
Strong training and facilitation skills
Proficient in Microsoft applications and use of relevant software and other applications, e.g. word processing, spreadsheet, powerpoint, database, internet.

Physical environment

The work environment will involve frequent field visits (70%) and office based- Katavi (25%), travel to Plan’s Country office whenever necessary for project management purposes and meetings (5%)

Level of contact with children High level: Frequent interaction with children: as the post holder will require working with children in the project communities.
