BACKGROUND
The Department of Computer Science and Engineering (CSE) under the College of
Information and Communication Technologies (CoICT) is located at CoICT Kijitonyama
Campus along Ali Hassan Mwinyi Road, Dar es Salaam. CSE has a long history of
providing technical support to public and private sectors in the computing field. Besides
its core research, innovation, and training activities, it offers technical support in
designing, developing, implementing, and evaluating electronic-based information
systems and other software and digital applications.
The experts under the UDSM DHIS2 (digital health) lab (www.dhis2.udsm.ac.tz) in the
Department of Computer Science and Engineering have been critical in adopting and
implementing digital health solutions in the health sectors of Tanzania Mainland and
Zanzibar for over the past 20 years. The UDSM DHIS2 lab collaborates with government
ministries, Departments, Agencies, Non-Governmental Organizations, private healthcare
providers, Universities, and developing partners in designing, developing training, and
user support of the HMIS- District Health Information Software Version 2 (DHIS2),
Hospital Management Information Systems, Disease Surveillance systems, Routine M&E
systems, and digital systems & technologies in Health, Agriculture, Education, and Social
welfare.
The DHIS2 is one of the global standard Health Management Information System (HMIS)
platforms implemented and used in more than 100 countries worldwide. The Government
of Tanzania has adopted the DHIS2 as its national HMIS software. In addition, DHIS2 is
being used by other programs within and beyond the health sector. DHIS2 Project is
hereby inviting suitable and qualified Tanzanians to fill the following vacancies:-
Job Title: ICT Officer (Software developer)

Location: CoICT Kijitonyama Campus, UDSM
A. KEY DUTIES/ RESPONSIBILITIES
The successful candidates shall be involved in designing, developing, implementing,
supporting, and maintaining digital health information systems and related applications,
including mobile apps.
Specific duties are:
- To participate in software architecture design and code reviews;
- To develop high-quality and reliable software systems;
- To develop prototypes to prove knowledge of fundamental design concepts;
- To develop information systems and application software;
- To write unit and integration tests to ensure the quality of software products;
- To collaborate with other team members to plan and organize software development
activities, and - To critically read and write design documents.
DESIRABLES ACADEMIC QUALIFICATIONS
Bachelor’s degree qualifications from reputable higher learning institutions in any of the
following fields:
- Computer science,
- Information technology,
- Computer engineering
- Information systems
- Health informatics
- Health information systems
- Digital health systems
- Software engineering
- Any other related fields
KEY QUALIFICATIONS AND SKILLS
- Strong skills and experience in software development;
- Knowledge of different programming languages, software development; frameworks,
and software development methodologies; - Knowledge and experience in software version control techniques and tools;
- Ability to work effectively in a dynamic environment with changing needs and
requirements; - Excellent analytical skills, creative thinking, and problem-solving skills;
- Strong interpersonal skills and excellent communication skills;
- Attention to detail;
- Rich knowledge and experience in information systems development;
- Reasonable command of system development technologies and their application, and
- Experience in software development and implementation of information systems.
ADDED ADVANTAGE
- Ability to travel upcountry (about 50%) and flexibility on working hours and schedules;
- Be available to start work as soon as the 1st December, 2023; and
- Knowledge of or working experience with the DHIS2 software and other digital health
systems.
TERMS AND REMUNERATIONS
- Attractive salary and other benefits will be paid based on qualifications, experience,
and competitiveness; and - One-year contract with a possibility of extension based on performance.
