We are seeking to recruit the following positions for a five-year USDA project that is designed to develop and transform small and medium enterprise (SMEs) poultry value chain into sustainable commercial business in Tanzania. The project will strengthen the feed sector and incorporating climate smart technologies; Improved animal health management practices; Capacity building in agricultural finance services; and strengthen of the extension and service providers. 

The position will be based at the project office in Mbeya, Tanzania.

FINANCE, ADMINISTRATION DIRECTOR

Position Summary

  • Reporting to the Chief of Party, the Finance and Administration Director will be responsible for overall financial management and compliance of the project.
  • S/he will lead the finance and administration team to ensure quality monitoring, management, and reporting on all USDA project funds, and oversees administration, logistics and office management for the implementation of the project.
  • S/he will ensure each financial or administrative transaction complies with terms and conditions of the donor, is in compliance with US Government rules and regulations for federal awards, meets local tax laws and other regulations, follows Corus policies and procedures, and is in alignment with
    approved budgets. S/he provides the COP with guidance on administrative and financial matters.
  • Candidates should have strong experience in the areas of grant management, accounting and audits, as well as be an expert in US Government regulations related and Government of Tanzania regulations governing all aspects of financial and administrative management and oversight of development
    programs.

Qualification and Experience

  • The ideal candidate should have a bachelor’s degree in accounting, finance and /or Business administration, formal accounting certificate demonstrating attainment of top level of accounting skill.
  • S/he should have at least 8 years of experience in financial management and administration of development projects, 5 of which should be experience managing large US government funded
    projects.
  • S/he should have experience with accounting/finance in an overseas field office on development projects with budgets over $20 million dollars.
  • In addition, s/he should have proven management/supervisory skills, he should have knowledge of and experience with accounting software packages and related report writing modules.
  • Working proficiency with databases, spreadsheets (Excel), QuickBooks, and Microsoft Office is needed.
  • S/he should have general knowledge of tax laws and local financial, accounting, and human resource
    practices.
  • S/he should have strong analytical skills with attention to detail, good organizational skills, excellent communication and interpersonal skills, with professional proficiency in English and Kiswahili required.
  • The candidate of choice should have ability to travel (25%) to project sites within Tanzania.
