Bagamoyo Sugar Limited (BSL), officially known as Bakhresa Sugar Limited, is a sugar manufacturing company located in the Bagamoyo District of the Pwani Region in Tanzania. It is a subsidiary of the Bakhresa Group, a large industrial conglomerate with interests in various sectors, including food and beverage, agribusiness, and media.
BSL’s plantation and factory are situated approximately 75 kilometers north of Dar es Salaam, along the Indian Ocean coast. The project occupies 10,000 hectares of land donated to the Bakhresa Group
History and Development:
BSL was incorporated on December 1, 2016, with the primary goal of increasing Tanzania’s sugar self-sufficiency and potentially producing surplus for export. The project is being developed in phases:
Phase I (Commenced December 2017): Focused on planting sugarcane seedlings and constructing the initial crushing machinery. This phase was expected to cost TSh 167.3 billion (US$72 million) and be completed by 2020. Phase II: Involves expanding the sugarcane plantations to at least 2,000 hectares (4,900 acres). Phase III: The timing of this phase depends on the success of the initial phases and includes building the main sugar factory, extending grid electricity to the site, constructing a road network, and installing an irrigation system. The total estimated development cost is TSh 669 billion (US$289 million).
Commercial production was initially expected to start by mid-2022, and by October 2022, Bagamoyo Sugar was available in stores across the country.
Operations:
The Bagamoyo Sugar project aims to establish a fully integrated sugarcane plantation and processing facility. Initial annual production is expected to be around 30,000 metric tonnes, with the potential to scale up to 100,000 metric tonnes in later phases. The facility is designed to utilize modern technology, including state-of-the-art digital farm technology for irrigation and a sugar plant supplied by a German company based in India.
BSL also intends to support local out-growers by providing technical assistance and a market for their sugarcane, contributing to the economic development of the surrounding communities and creating employment opportunities. The company anticipates generating thousands of jobs for unemployed youth in the Makurunge village area.
In addition to sugar production, the initial plans for the Bagamoyo EcoEnergy Project, which appears to be related or an earlier iteration of the BSL project, included the potential for ethanol and power generation from bagasse (the fibrous residue left after sugarcane crushing). The facility was designed for efficient energy use, with the possibility of supplying surplus electricity to the national grid.
Bagamoyo Sugar Limited is a significant step towards Tanzania’s goal of self-sufficiency in sugar production and aims to contribute to the national economy through import substitution, job creation, and potential export earnings.
